Se analiza en este trabajo la compleja y exuberante imposición que soporta la renta de las personas físicas y jurídicas en España, criticando los excesos de una regulación prolija y confusa y proponiendo algunas medidas que contribuyan a aliviarla. Para ello se analizan aspectos llamativos en la configuración del I.R.P.F. tales como su carácter dual con progresividad agresiva y selectiva; la huida de los profesionales al I.S.; el desbordante ejercicio de su potestad normativa por parte de las C.C.A.A., con especial atención a Castilla y León, y si es posible hacer frente a la despoblación del mundo rural con medidas tributarias. En cuanto al I.S. se repasa el estado actual de sus principales polémicas tales como su relación con la contabilidad, gastos deducibles, planificación fiscal agresiva y B.I.C.C.I.S., en busca de una simplificación de las obligaciones formales y contables, especialmente para las PYMES, dando cuenta de la discutible pervivencia del I.R.N.R. en su actual diseño. Se pasa revista a la difícil justificación de otros impuestos estatales que gravan renta, particularmente de los nuevos impuestos estatales sobre la energía; al denostado impuesto sobre sucesiones y donaciones, formulando razones para su subsunción en el I.R.P.F. y criticando el uso abusivo de sus potestades por las C.C.A.A., también de Castilla y León. Se propone una reordenación a medio plazo de otros impuestos regionales sobre la renta, que deben ser objeto de coordinación en L.O.F.C.A. y L.S.F.C.A. Se critica la articulación creciente de impuestos autonómicos pretendidamente ambientales y se reclama racionalidad en los impuestos velatorios de la función social de la propiedad. Se formulan alternativas a los golpeados I.A.E. y I.I.V.T.N.U. así como reformas aplazables e inaplazables que deberían adoptarse en ambos. José María Lago Montero es Catedrático de Derecho Tributario en la Facultad de Derecho de la Universidad de Salamanca, de la que fue Vicedecano, así como Director del Departamento de Derecho Administrativo, Financiero y Procesal. Ha sido Vocal del Consejo Económico y Social de la Comunidad Autónoma de Castilla y León, por el grupo de expertos, y actúa como Magistrado adscrito a la Sala de lo Contencioso Administrativo de Valladolid del Tribunal Superior de Justicia de Castilla y León desde 1999 en funciones de refuerzo coyuntural. Tras 35 años de docencia, ha investigado preferentemente en materia de Hacienda autonómica y local, procedimientos administrativos tributarios, tasas y precios públicos, sujetos pasivos, garantías del crédito tributario, y conflictividad tributaria, cuestiones de las que es autor de varias docenas de artículos, capítulos de libros y monografías, entre las que destacan Las liquidaciones cautelares en el Derecho Tributario Español, La suspensión de las liquidaciones tributarias, La sujeción a los diversos deberes y obligaciones tributarias, El Poder tributario de las Comunidades Autónomas, Tasas Locales: cuantía, Comentario a la ley de tasas y precios públicos de Castilla y León, Comentarios a la Ley del Sistema de Financiación de las Comunidades Autónomas, La Hacienda local ante la segunda descentralización, Tasas portuarias y Litigiosidad tributaria: estado, causas y remedios.
