Seit dem Beginn der Herausbildung einer verwaltungsorien tierten Forschungsrichtung in der deutschen Politikwissen schaft ab Mitte der sechziger Jahre konnte sich dies- nicht zuletzt aufgrund ihrer starken Orientierung an theoretischen Grundlagen, Methoden und analytischen Dimen sionen einer verwaltungswissenschaftlichen Forschung in den angelsächsischen Ländern - bis heute zu einem wichtigen Bestandteil der modernen Sozialwissenschaften entwickeln. Nimmt man den Umfang sowie die Qualität der publizierten Forschungsarbeiten als Bewertungskriterium, läßt sich festhalten, daß die verwaltungswissenschaftliche Forschung neben der ebenfalls stark prosperierten Beschäftigung mit dem Gebiet der Außenpolitik und der Analyse von Internatio nalen Beziehungen, heute zu den vergleichsweise ertrag reichsten Arbeitsgebieten der deutschen Politikwissenschaft zählt. In diesem Zusammenhang versucht nun die vorliegende Arbeit, einen zentralen Teilbereich, nämlich die empirische Ver waltungsforschung, in ihren wichtigsten Entwicklungslinien sowie ihren inhaltlichen Schwerpunktsbildungen holzschnitt artig nachzuzeichnen (Kapitel 2). Im Mittelpunkt dieses Uberblicks stehen dabei die Schilderung der in der zweiten Hälfte der sechziger Jahre beginnenden Diskussion um eine Reform von Regierung und Verwaltung des Bundes, welche den Anlaß für eine umfassende, empirisch ausgerichtete Verwal tungsforschung brachte, die Analyse der Ursachen für das weitgehende Scheitern dieser Reforminitiativen in der po litischen Praxis, sowie die Darstellung der im Wissen schaftsbereich bis heute entwickelten unterschiedlichen theoretischen und inhaltlichen Forschungsansätze und -perspektiven. - 2 - Ausgehend von diesem Uberblick wird in Kapitel 3 versucht, anhand einer qualitativen Bibliographieanalyse konkrete Arbeitsbereiche, sowie methodische und inhaltliche Schwer punkte der empirischen Verwaltungsforschung aufzuzeigen.
