Accumulation of assets to enable the diversification of activities has been established as crucial in helping the rural poor escape poverty. The empowerment of women has been identified as a way to overcome inefficiencies in the allocation of resources within the family and so improve agrarian households’ productivity. However, achieving diversification is not necessarily empowering for women and some initiatives may worsen their position. This book uses the information collected in original household surveys conducted in rural areas in four countries to investigate the links between women’s position in the household, diversification strategies, labour market participation and poverty reduction. The book centres on country-specific chapters that provide an in-depth focus on an issue of relevance to the location and that tease out the interplay between female empowerment and development in that context. In particular, the chapters examine: Landlessness in Ethiopia Feminization of the agricultural labour market in Andhra Pradesh, India Female labour supply and women’s power within the household in Uganda Disadvantages faced by female-headed households in Zimbabwe The analysis calls for caution in assuming that labour market expansion necessarily acts to empower women and emphasizes the role female access to assets can have in facilitating diversification and escaping poverty. Despite significant gains in promoting economic growth and living conditions (or "human progress") globally over the last twenty-five years, much of the developing world remains plagued by poverty and its attendant problems, including high rates of child mortality, illiteracy, environmental degradation, and war. In Growth and Empowerment, Nicholas Stern, Jean-Jacques Dethier, and F. Halsey Rogers propose a new strategy for development. Drawing on many years of work in development economics—in academia, in the field, and at international institutions such as the World Bank—the authors base their strategy on two interrelated approaches: building a climate that encourages investment and growth and at the same time empowering poor people to participate in that growth. This plan differs from other models for development, including the dogmatic approach of market fundamentalism popular in the 1980s and 1990s. Stern, Dethier, and Rogers see economic development as a dynamic process of continuous change in which entrepreneurship, innovation, flexibility, and mobility are crucial components and the idea of empowerment, as both a goal and a driver of development, is central. The book points to the unique opportunity today—after 50 years of successes and failures, and with a growing body of analytical work to draw on—to pursue new development strategies in both research and action.

Black Economic Empowerment (BEE) policies have been a central pillar of attempts to overcome the economic legacy of apartheid. Yet, more than two decades into democracy, economic exclusion in South Africa still largely re?ects the fault-lines of the apartheid era. Current discourse often con?ates BEE with the so-called tenderpreneurship referred to in the title, namely the reliance of some emergent black capitalists on state patronage. Authors go beyond this notion to understand BEEs role from a unique perspective. They trace the history of black entrepreneurship and how deliberate policies under colonialism and its apartheid variant sought to suppress this impulse. In the context of modern South Africa, authors interrogate the complex dynamics of class formation, economic empowerment and redress against the backdrop of broader macroeconomic policies. They examine questions relating to whether B-BBEE policies are informed by strategies to change the structure of the economy. These issues are explored against the backdrop of the experiences of other developing countries and their journeys of industrialisation. The relevant black empowerment experiences of countries such as the United States are also discussed. The authors identify policy and programmatic interventions to forge the non-racial future that the constitution enjoins South Africans to build.
