Enabling the Business of Agriculture 2017, the third report in the series, offers insights into how laws and regulations affect private sector development for agribusinesses, including producer organizations and other agricultural entrepreneurs. Globally comparable data and scored indicators encourage regulations that ensure the safety and quality of agricultural inputs, goods and services but are not too costly or burdensome. The goal is to facilitate the operation of agribusinesses and allow them to thrive in a socially and environmentally responsible way, enabling them to provide essential agricultural inputs and services to farmers that could increase their productivity and profits. Enabling the Business of Agriculture 2016 provides a tool for policy makers to identify and analyze legal barriers for the business of agriculture and to quantify transaction costs of dealing with government regulations. Building on an earlier progress report published in November 2014, this volume presents the main results for 40 countries, for the first time using indicator scores to showcase good practices among countries in different stages of agricultural development. It also presents interesting results on the relationship between efficiency and quality of regulations, discriminatory practices in the laws, and whether regulatory information is accessible. Regional, income-group, and country-specific trends and data observations are presented on six topics: seed, fertilizer, machinery, finance, markets, and transport. The report also discusses the continued development of several topics that will be added in future reports: information and communication technology, land, water, livestock, gender, and environmental sustainability.

Small and medium agrifood enterprises (SMAEs) such as processors, transporters and other service providers, play an important role in achieving sustainable development objectives. For instance, they connect farmers to urban markets; make significant investments in rural areas; provide employment to vulnerable populations such as women and youth; and propel the modernization of agrifood value chains. In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'. The analyses were carried out using a multidisciplinary agrifood systems approach, which looks at policies and institutions related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Due to its well-articulated policy documents and the extensive research on various aspects of the business enabling environment conducted in the country, Senegal represents a compelling case to illustrate the links between policies and the activities of agrifood processors.

Under its CFS RAI Umbrella Programme, FAO is strengthening the capacities of Liberian state and non-state actors to enhance the enabling environment for responsible investment in agriculture and food systems. This includes the present baseline study, drafted by ZOA with support from FAO; the delivery of blended learning programmes for policymakers; capacity development activities for civil society; and multi-stakeholder policy dialogue which is expected to result in concrete policy recommendations. These activities are carried out under the inter-regional project “Enhancing the enabling environment for responsible investment in agriculture and food systems” (GCP/INT/920/GER), which is funded by Germany. Smallholder farmers are the stewards of more than 80 percent of the world’s farms. These small family businesses produce about one-third of the world’s food. In Africa and Asia, smallholders dominate the production of food crops, as well as export commodities such as cocoa, coffee, and cotton. However, smallholders and farm workers remain among the poorest segments of the population, and they are on the frontline of climate change. Food Systems for an Urbanizing World is a joint report prepared by the World Bank and FAO. It aims to stimulate discussion and suggest pathways to support local and national governments, and civil society and private sector actors in their efforts to improve the performance and capacity of food systems. The report describes the diversity and ever-changing nature of food systems, with interlinked traditional, modern and informal channels that respond to different market segments and different consumer preferences. It also underscores the importance of targeting support to the type of city and food system. The task is not an easy one. Data are weak and empirical analysis is weaker. As cities’ engagement in urban food issues is relatively new, the institutions, governance mechanisms and capacities needed for effective design, implementation and delivery of this agenda must be strengthened. Finding effective ways to prioritize, mobilize and coordinate contributions from multiple sectors will be essential for achieving food system goals.
