A new approach to nuclear disarmament, nonproliferation, and the prevention of nuclear terrorism that focuses on controlling the production and stockpiling of nuclear materials. Achieving nuclear disarmament, stopping nuclear proliferation, and preventing nuclear terrorism are among the most critical challenges facing the world today. Unmaking the Bomb proposes a new approach to reaching these long-held goals. Rather than considering them as separate issues, the authors—physicists and experts on nuclear security—argue that all three of these goals can be understood and realized together if we focus on the production, stockpiling, and disposal of plutonium and highly enriched uranium—the fissile materials that are the key ingredients used to make nuclear weapons. The authors describe the history, production, national stockpiles, and current military and civilian uses of plutonium and highly enriched uranium, and propose policies aimed at reducing and eventually eliminating these fissile materials worldwide. These include an end to the production of highly enriched uranium and plutonium for weapons, an end to their use as reactor fuels, and the verified elimination of all national stockpiles.

International nuclear disarmament is at a standstill. A Nuclear-Weapon-Free World discusses steps that should be taken to restart the disarmament process, including dealerting nuclear weapons, ending production of fissile material, and introducing policies of "no first use." The book includes a history of attempts to eliminate nuclear weapons, together with a summary of the arguments for and against; an analysis of whether nuclear weapons prevented war in Europe between 1945 and 1991; and a worldwide survey of public opinion on nuclear weapons.

Growing stockpiles of nuclear weapons grade fissile materials (plutonium and highly enriched uranium) are a "clear and present danger" to international security. Much of this material is uncontrolled and unsecured in the former Soviet Union (FSU). Access to these materials is the primary technical barrier to a nuclear weapons capability since the technology know-how for a bomb making is available in the world scientific community. Strategies to convince proliferators to give up their nuclear ambitions are problematic since those ambitions are a party of largest regional security. There is no national material control and accounting in Russia. No one knows exactly how much fissile materials they have, and if any is missing. A bankrupt atomic energy industry, unpaid employees and little or no security has created a climate in which more and more fissile materials will likely be sold in black markets or diverted to clandestine nuclear weapons programs or transnational terrorist groups. Control over these materials will ultimately rely on the continuous and simultaneous exercise of several measures. While there is little one can do now to stop a determined proliferator, over time international consensus and a strengthened non-proliferation regime will convince proliferators that the costs outweigh the gains.

Plutonium and highly enriched uranium (HEU) are the basic materials used in nuclear weapons. Plutonium also plays an important part in the generation of nuclear electricity. Knowing how much plutonium and HEU exists, where and in which form is vital for international security and nuclear commerce. This book is a thorough revision of the World Inventory of Plutonium and highly Enriched Uranium, 1992. It provides a rigorous and comprehensive assessment of the amounts of plutonium and HEU in military and civilian programmes, in nuclear and non-nuclear weapon states, and in countries seeking to acquire nuclear weapons. The capibilities that exist for producing these materials around the world are examined in depth, as are the policy issues raised by them. Containing much new information, this book is indispensable to all those concerned with the great contemporary issues in international nuclear relations: arms reductions in the nuclear weapon states, nuclear proliferation, nuclear smuggling, the roles of plutonium and enriched uranium in the nuclear fuel-cycle, and the disposition of surplus weapon material.

Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.
