Unmaking the Bomb proposes a new approach to reaching these long-held goals. Rather than considering them as separate issues, the authors—physicists and experts on nuclear security—argue that all three of these goals can be understood and realized together if we focus on the production, stockpiling, and disposal of plutonium and highly enriched uranium—the fissile materials that are the key ingredients used to make nuclear weapons. The authors describe the history, production, national stockpiles, and current military and civilian uses of plutonium and highly enriched uranium, and propose policies aimed at reducing and eventually eliminating these fissile materials worldwide. Growing stockpiles of nuclear weapons grade fissile materials (plutonium and highly enriched uranium) are a "clear and present danger" to international security. Much of this material is uncontrolled and unsecured in the former Soviet Union (FSU). Access to these materials is the primary technical barrier to a nuclear weapons capability since the technology know-how for a bomb making is available in the world scientific community. Strategies to convince proliferators to give up their nuclear ambitions are problematic since those ambitions are a party of largest regional security. There is no national material control and accounting in Russia. No one knows exactly how much fissile materials they have, and if any is missing. A bankrupt atomic energy industry, unpaid employees and little or no security has created a climate in which more and more fissile materials will likely be sold in black markets or diverted to clandestine nuclear weapons programs or transnational terrorist groups. Control over these materials will ultimately rely on the continuous and simultaneous exercise of several measures. While there is little one can do now to stop a determined proliferator, over time international consensus and a strengthened non-proliferation regime will convince proliferators that the costs outweigh the gains.

This report examines the problem of rapidly accumulating weapon-usable fissile materials and proposes an agenda to help the United States and other countries manage these materials. Weapon-usable fissile materials come from both dismantled nuclear weapons and the spend fuel from civilian nuclear power plants. This report should be of interest to nuclear nonproliferation planners and analysts in the United States, the former Soviet republics (FSRs), and other countries, and also to nuclear energy planners. The study started in October 1991. By June 1992, we had briefed our interim recommendations to planners and analysts in various DoD offices and also in the National Security Council, Livermore National Laboratory, and the nuclear industry. We also solicited reactions from public interest groups, particularly on the ramifications of our key recommendation: that the United States purchase highly enriched uranium from the FSRs after it is diluted and also their weapon-grade plutonium. The present report incorporates the latest data on nuclear weapon dismantling and elaborates on the proposed agenda, but its basic recommendations differ little from the interium proposals.
