Technology is taking on an increasingly central and determining role in so ciety, and can provide contradictory results: wealth on the one hand, but also unemployment, environmental imbalances and other social problems on the other. Manufacturing techniques and production organization are chosen in every country based mainly on the specific needs of the companies, while the real needs of each population are often quite different. Already, in order to prevent all forms of technology from becoming in creasingly "invasive", towards both the natural supply of resources and the specific - though highly differentiated - needs of humanity, technological paths must be identified and followed which are capable of making the vari ous needs compatible, from the standpoint of sustainable development, the conservation and increase in value of natural resources, and the quality of development. This goal is undoubtedly ambitious and difficult to achieve; however, evi dence of the problems caused by generalized, uncontrolled use of technolo gy, all over the world, leads us to believe that intense efforts must be made to achieve this aim. If not, humankind runs the risk of an irreversible degra dation of the most important aspects of economic development and its quali ty. Within this framework, those companies that produce goods and services obviously occupy a central, active role, which they must play with a view both to competitiveness and overall qualification and to contributing to the objectives of sustainable development.

The use of tritium as a basic fuel material in a thermonuclear fusion reactor raises particular safety issues due to the combined effects of its physico chemical properties and radioactive nature. Furthermore the possibility of attaining further significant progresses in developing and demonstrating the feasibility of tritium burning devices relies on the handling of tritium macroquantities, say ten grammes, in a safe and reliable manner. It is also undoubted that, apart from technological constraints, any validation and exploitation of thermonuclear fusion as a source of energy will be strongly conditioned by the application of stringent operational and environmental safety criteria as it derives from norms of the modern legislation and public acceptance considerations. Even if the safe handling of tritium has already been demonstrated to be feasible on a full fuel cycle scale, it is unanimously recognized that further efforts are still to be concentrated on the improvement of current concepts and development of advanced technologies. Some of the areas requiring substantial additional efforts are plasma exhaust fuel c1ean-up, tritium pellet injection, processing of inert carrier gas, development of large free-oil pumps,tritlUm process analytics, development of large detritiation systems, beryllium-tritium interaction studies, tritium hold-up studies in getter beds, adsorbers and structural materials, tritium recovery from first wall, structural and breeder materials for minimizing tritiated waste arising,tritium storage technology, tritiated waste disposal technolo~y, methodology for routine tritium accountancy,etc . . Most of them are intrinsically related to the safety requirement of tritium technology.

The International School of Fusion Reactor Technology started its courses 15 years ago and since then has mantained a biennial pace. Generally, each course has developed the subject which was announced in advance at the closing of the previous course. The subject to which the present proceedings refer was chosen in violation of that rule so as to satisfy the recent and diffuse interest in cold fusion among the main European laboratories involved in controlled thermonuclear research (CTR). In the second half of 1986 we started to prepare a workshop aimed at assessing the state of the art and possibly of the perspectives of muon- catalyzed fusion. Research in this field has recently produced exciting experimental results open to important practical applications. We thought it worthwhile to consider also the beneficial effects and problems of the polarization ofthe nuclei in both cold and thermonuclear fusion. In preparing the 8th Course on Fusion Reactor Technology, it was necessary to abandon the traditional course format because the influence of the workshop procedure was inevitable: the participants were roughly equally divided into experts in cold fusion and experts in thermonuclear fusion. The course had largely an interdisciplinary character as many disciplines were involved: atomic and molecular physics, nuclear physics, accelerator technology, system analysis, etc. Plasma physics was excluded, with a sigh of relief from the experts in thermonuclear fusion.
