Greece’s judicial system efficiency has been one of the lowest in the EU; affecting adversely the country’s economic performance. The massive increase in demand for judiciary services during the crisis period resulted from significant business and personal insolvencies; along with limited availability of alternative dispute resolutions and relatively low court fees. The response of judiciary services supply did not match the demand owing to inadequate deployment of human and financial resources and a low level of digitalization. Policy simulations suggest sizeable gains from judicial reforms for investment and productivity. Reducing the imbalances in the judicial system is important not only to address the legacy issues; but also to create conditions for higher growth going forward.

The productivity growth of the Greek economy has stagnated since the 2010 European Debt Crisis. Despite reforms in product market regulations; their impact on productivity has been mixed. Firm-level data shows that resource misallocation worsened from 2009 to 2020; especially in non-tradable services and smaller firms. Although many firms have become more productive and new high-potential firms have emerged; their growth hasn't been sufficient to boost overall productivity. Accelerating regulatory reforms could enhance competition and improve business dynamism.

The strong recent economic recovery has improved Greece’s near-term outlook. However, unfavorable demographics require raising the labor force participation, particularly for women, to boost medium-term growth. Using household survey, cross-country comparison, and model simulations, we identify three main constraints: (i) care responsibilities; (ii) skill mismatches; and (iii) tax-benefit work incentives. Estimates suggest that addressing care responsibilities alone could boost employment by 3 percent. Policy recommendations include expanding access to childcare facilities, improving parental leave policies, strengthening tax-benefit incentives, and addressing skill mismatches. These measures, combined with complementary reforms could significantly empower women to boost economic growth and prosperity in Greece.

Greece has stabilized its economy and begun to grow. The authorities deserve credit for largely eliminating macroeconomic imbalances, including via a significant fiscal adjustment, and for many other reforms undertaken in recent years. Reflecting these efforts, European partners have provided significant support, most recently agreeing to a final loan disbursement under the ESM program and additional debt relief. However, as the country exits the program era in August, crisis legacies and an unfinished policy reform agenda in most areas weigh on Greece’s prospects. High public debt, weak bank balance sheets, reliance on capital controls and emergency liquidity assistance, and worrisome social indicators, including still-high unemployment, all weigh on growth and social cohesion. Fiscal adjustment has been sizable, but has relied on distortionary high tax rates on still-narrow bases and growth-detrimental discretionary spending cuts, and efforts to bring down tax and spending arrears have been met with limited success. Social spending is better targeted, but many social needs remain unmet and the risk of poverty remains high. Bank credit continues to shrink. Structural reform efforts to address obstacles to growth and competitiveness—while significant—have fallen wellshort of what is needed, and competitiveness indicators remain below the Euro Area average. Notably, the planned reversal of reforms to the collective bargaining framework risks undoing previous gains in competitiveness.

This paper presents the staff report for Greece’s request for an Extended Arrangement under the Extended Fund Facility. The Greek economy fell into deep twin structural deficits after euro adoption. Easy access to financing at low interest rates fuelled rapid borrowing by the private and public sectors. Between euro accession in 2001 and 2009, private sector credit almost doubled in percent of GDP, financed mainly through the domestic banking system. Massive sovereign borrowing from international bond markets pushed government debt from 100 percent of GDP to about 130 percent of GDP during this timeframe.
