All articles build on the idea that a just society should equalize the resources that determine the opportunities agents face in order to follow their goals. Resources are either external, like financial resources, or internal, like preferences or skills. The authors propose to define “equality of opportunity” as the combination of ethical principles of compensation and responsibility. The principle of compensation requires external resources to be used to compensate low-skilled agents (considering that inequalities due to skill differences are unjust). The principle of responsibility requires external resources to be allocated without regards to inequalities due to differences in preferences (considering that these inequalities are not unjust). What is a fair distribution of resources and other goods when individuals are partly responsible for their achievements? This book develops a theory of fairness incorporating a concern for personal responsibility, opportunities and freedom. With a critical perspective, it makes accessible the recent developments in economics and philosophy that define social justice in terms of equal opportunities. It also proposes new perspectives and original ideas. The book separates mathematical sections from the rest of the text, so that the main concepts and ideas are easily accessible to non-technical readers. The negligence of humanity in economics has already led to huge inequalities in different spheres. This book does focus on social inequality as the considered root-cause for economic inequality while noticing the interrelations between political, economic, and social inequalities. To allow such a state, the “Theory of reasonable Progress” is proposed as an economic system that is based on Ordoliberalism with some Keynesian elements. The inquiry begins with some theoretical economic concepts and examines the origins as well as different levels of inequality in three countries with their special adoption of a market economy while investigating in each of them the owners of social responsibility. It is followed by a selection of some applicable as well as practicable theories of justice and the compilation of diverse measures in form of a comprehensive tool kit for the establishment of fairness as a response to the growing inequalities in our society. Hereby, the ownership of social responsibility is shared between the public and the private sector. This book develops a novel approach to distributive justice by building a theory based on a concept of desert. As a work of applied political theory, it presents a simple but powerful theoretical argument and a detailed proposal to eliminate unmerited inequality, poverty, and economic immobility, speaking to the underlying moral principles of both progressives who already support egalitarian measures and also conservatives who have previously rejected egalitarianism on the grounds of individual freedom, personal responsibility, hard work, or economic efficiency. By using an agnostic, flexible, data-driven approach to isolate luck and ultimately measure desert, this proposal makes equal opportunity initiatives both more accurate and effective as it adapts to a changing economy. It grants to each individual the freedom to genuinely choose their place in the distribution. It provides two policy variations that are perfectly economically efficient, and two others that are conditionally so. It straightforwardly aligns outcomes with widely shared, fundamental moral intuitions. Lastly, it demonstrates much of the above by modeling four policy variations using 40 years of survey data from the Panel Study of Income Dynamics.

John Roemer points out that there are two views of equality of opportunity that are widely held today. The first, which he calls the nondiscrimination principle, states that in the competition for positions in society, individuals should be judged only on attributes relevant to the performance of the duties of the position in question. Attributes such as race or sex should not be taken into account. The second states that society should do what it can to level the playing field among persons who compete for positions, especially during their formative years, so that all those who have the relevant potential attributes can be considered. Common to both positions is that at some point the principle of equal opportunity holds individuals accountable for achievements of particular objectives, whether they be education, employment, health, or income. Roemer argues that there is consequently a "before" and an "after" in the notion of equality of opportunity: before the competition starts, opportunities must be equalized, by social intervention if need be; but after it begins, individuals are on their own. The different views of equal opportunity should be judged according to where they place the starting gate which separates "before" from "after." Roemer works out in a precise way how to determine the location of the starting gate in the different views.

Egalitarians have traditionally been suspicious of equality of opportunity. But the past twenty five years or so have seen a sea-change in egalitarian thinking about that concept. 'Luck egalitarians' such as G. A. Cohen, Richard Arneson, and John Roemer have paved a new way of thinking about equality of opportunity, and infused it with radical egalitarian content. In this book, Shlomi Segall brings together these developments in egalitarian theory and offers a comprehensive account of 'radical equality of opportunity'. Radical equality of opportunity (EOp) differs from more traditional conceptions on several dimensions. Most notably, while other accounts of equality of opportunity strive to neutralize legal and/or socio-economic obstacles to one's opportunity-set the radical account seeks to remove also natural ones. Radical EOp, then, aims at neutralizing all obstacles that lie outside individuals' control. This has far-reaching implications, and the book is devoted to exploring and defending them. The book touches on four main themes. First, it locates the ideal of radical EOp within egalitarian distributive justice. Segall advances there three claims in particular: that we ought to be concerned with equality in individual holdings (rather than merely social relations); that we ought to be bothered, as egalitarians, with unequal outcomes, and never equal ones; and that we ought to be concerned with disadvantages the absolute (rather than relative) badness of which, the agent could not have controlled. Second, the book applies the concept of radical equality of opportunity to office and hiring. It demonstrates that radical EOp yields an attractive account both with regard to justice in the allocation of jobs on the one hand, and discrimination, on the other. Third, the book offers an account of radical EOp in education and upbringing. Segall tries to defend there the rather radical implications of the account, namely that it may hold children responsible for their choices, and that it places quite demanding requirements on parents. Finally, the book develops an account of radical equality of opportunity for health, to rival Norman Daniels's Rawlsian account. The proposed account is distinguished in the parity that it creates between social and natural causes of ill health.
