Given that relatively more children from wealthier families enroll in higher education, many economist assume that these subsidies to higher education have an unwanted distributional impact. This volume presents new empirical evidence for the cross-sectional point of view and provides an analytical framework for the longitudinal perspective. The present volume also analyzes the equity and efficiency effects of widely-discussed funding reforms and proposes a voluntary graduate tax.

The twenty-first century has the potential to be the era of universal higher education access: the post-massification century. The growth of knowledge-based service industries and an increased need for technological and social innovations require more education, training, and re-training at the post-secondary level. This edited collection addresses the crucial issues emerging from this ongoing expansion of higher education, focusing on how national systems of higher education can respond to demands for further expansion when traditional routes to higher education have been largely exhausted. Does it make a difference how secondary education systems are organised? The public responsibility for higher education and research is a cornerstone of the European university heritage. Yet, our societies are changing rapidly, and clinging to old solutions will not further the very values that these solutions were originally designed to protect. The claim on public attention and public funds is growing, but public funds are not, or at least not at the same rate. While public funding of higher education and research is still important, the concept of public responsibility must be understood much more widely.
