Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

This book presents the status quo of Information and Communication Technology (ICT) in Education, with a focus on China and the 17 Central and Eastern European Countries (CEECs), including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia (the “17+1” cooperation mechanism, as an incubator for pragmatic trans-regions cooperation platform, created by China and the 17 CEECs). With recent advances in ICT in China and the CEECs, it has assumed increasingly important roles in education, including the improvement of the quality of teaching and learning, as well as the promotion of equity in education. The significant contribution of ICT in education is an enabler to achieving the goals of the “17+1 cooperation” mechanism between China and the CEECs, which has attracted considerable attention worldwide, given fresh impetus to cooperation between the two parties, and opened a new chapter in China-CEEC cooperation. The contributors, all of whom hail from these 18 countries, describe the state-of-the-art of ICT in education in their respective country, and focus on three major aspects, namely: the country profile, general status of education development, and ICT in education. Digital Diversity: Youth, Equity, and Information Technology is about youth, schools, and the use of technology. Youth are instrumental in finding novel ways to access and use technology. They are directly affected by changes such as the proliferation of computers in schools and elsewhere, and the increasingly heavy use of the Internet for both information sharing and for communication. The contributors to this volume investigate how the resources provided by information and communication technology (ICT) are made available to different groups of young people (as defined by gender, race, rural location, Aboriginal status, street youth status) and how they do (or do not) develop facility and competence with this technology. How does access vary for these different groups of youth? Which young people develop facility with ICT? What impact has this technology had on their learning and their lives? These are among the issues examined. Youth from a wide variety of settings are included in the study, including Inuit youth in the high arctic. Rather than mandate how youth should/could better use technology (as much of the existing literature does) the contributors focus on how youth and educators are actually using technology. By paying attention to the routine use and understandings of ICTs by youth and those teaching youth, the book highlights the current gaps in policy and practice. It challenges assumptions around the often taken-for-granted links between technology, pedagogy, and educational outcomes for youth in order to highlight a range of important equity issues.

Though the digital divide continues to hinder educational attainment for underprivileged populations, ICTs are providing significant opportunities to deliver literacy and basic skills instruction to disadvantaged segments of the global population as well as engage, motivate, and customize learning to address local needs. Nonetheless, the availability of ICT is not a deterministic process. Other societal, cultural, political and contextual factors are of fundamental importance to acceptance and integration that enables people to benefit from technology. The relationship between educational access, instructional delivery, and ICT should be considered in more complex terms. In particular, digital technologies should be viewed as instructional tools that improve access to educational opportunities, strengthen cultural resources, promote social and economic equity, and provide students with the knowledge and competencies to prepare them for a future that cannot be predicted. Therefore, developing ICT and media capabilities that instill citizenship and stewardship in today’s students is crucial to gleaning the social and cultural advantages of a contemporary global society that encourages full and equal citizenship. Citizenship education refers to two understandings of citizenship: as belonging and as engagement. The first is focused on national identity and valorizes the values of justice and democracy, as well as language and culture as the roots bridging the personality of children to the community of solidarity and shared norms. The second understanding of citizenship complements the ‘roots’ with ‘roads’, with the choices made by the individual, with the capacity to form and develop the child’s personality into the actor and author of his/her educational, professional, and life projects. The adolescent prepares to become an active, committed, and engaged citizen with the intellectual capacity for critical thinking that leads to responsible actions. Digital citizenship expresses the transformations of both belonging to and engaging in the information society and contributes to the development of generation “Y” with the aspiration to innovate and experiment, to explore the possibilities of the new digital world, to question authorities and instances of knowledge and power. Education addresses digital citizenship by opening more avenues for the intersection of Internet, imagination, and exploration.
