This has become apparent during the war between Russia and Ukraine, as Western aid for Ukraine has been predicated on avoiding Russian escalation. The New Calculus of Escalation updates our understanding of conflict escalation dynamics for the twenty-first century with the goal of reducing the possibility of a catastrophic war. To improve mutual understanding among states, Libicki rethinks conflict thresholds and exit ramps that manage escalation. During the Cold War, there were two critical thresholds—one between peace and war, and one between conventional war and nuclear war. This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

This volume explores the impact of technology and new domains on future warfare. It identifies several themes, and highlights the increasing complexity of the security environment and the uncertainty of future war. The sense of time and speed has been, and is being, compressed by developments in quantum technologies, the cyber domain, artificial intelligence, the increased capabilities of sensors and data collection, as well as new propulsion technologies such as hypersonic designs. Concepts regarding the shape and extent of the battlefield are challenged by the notion of hybrid war and sub-threshold tactics, as well as new domains in which competition is increasing, such as space. Further challenging the shape of the battlefield is the increased development of remote and autonomous warfare. Commercial developments will affect how military production is owned and managed, and how military forces are composed. Thus, a confluence of new technologies exists, combining to create the potential of fundamental transformation at many levels. This wave of technological change has been called the Fourth Industrial Revolution (4IR), characterised by an exponential rather than a linear rate of change, generated by convergence and complementarity of emerging technology domains. These may not affect the fundamental Clausewitzian nature of war, but they will likely affect its character. From a military perspective, the key will be the impact on the speed of operations and on the shape of the operational domain—the factors of time and space. The combination of these shifts will increasingly affect the perception of states and the degree of certainty in approaching and engaging in conflict.
