A reevaluation of conflict thresholds in the context of complex cyber, conventional, and nuclear war The return of great power competition has renewed concerns about managing escalation, lest a minor crisis inadvertently spiral into nuclear war. This has become apparent during the war between Russia and Ukraine, as Western aid for Ukraine has been predicated on avoiding Russian escalation. The New Calculus of Escalation updates our understanding of conflict escalation dynamics for the twenty-first century with the goal of reducing the possibility of a catastrophic war. To improve mutual understanding among states, Libicki rethinks conflict thresholds and exit ramps that manage escalation. During the Cold War, there were two critical thresholds—one between peace and war, and one between conventional war and nuclear war. But ongoing developments in cyber and other advanced military technologies threaten command and control and blur the old thresholds. Military strategists, international relations scholars, and graduate students will benefit from this book's cogent analytic framework in shaping future debates.

This book’s main objective is to determine the role, if any, the Shanghai Cooperation Organization (SCO) plays in de-escalating tensions among its members. It argues that the SCO is uniquely suited to keep its disparate members, many of whom have border disputes with each other, from escalating tensions among themselves. The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. This book will be of much interest to students of Asian politics, regional security, and international relations.

A systematic critical survey of American strategic thinking and the strategic culture in which it is formed. In particular, this book seeks to interrogate the theory and strategy of nuclear deterrence, and its relationship to the concept of missile defence. Drawing widely on the theoretical literature in international relations and strategic studies, it identifies the key groups that have competed over America's nuclear policy post-1945 and examines how the concept of missile defence went through a process of gestation and intellectual contestation, leading to its eventual legitimization in the late 1990s. Additionally, Steff systematically examines the impact deployment had on the calculations of Russia and China. Preventive war has a long history in international politics, but until it became an instrumental part of the Bush Doctrine, it was mostly overlooked.
