Das Buch umfasst drei Forschungsvorhaben, die jeweils einen Aspekt der asymmetrischen Teilung (von Risiken) im Versicherungskontext herausgreifen und damit verbundene externe E?ekte betrachten. Das erste und zweite Forschungsprojekt untersuchen die Auswirkung der Haftungsbeschränkung des Versicherten, wie sie zum Beispiel in vielen Ländern für Privatpersonen durch die staatliche Zusicherung eines Existenzminimums etabliert ist. Allgemeiner Konsens bestand in der Versicherungsökonomie bislang dahingehend, dass diese Haftungsbeschränkung zu einer Reduktion der Versicherungsnachfrage führen kann. Im ersten Aufsatz wird in einem theoretischen Modell aufgezeigt, dass Konstellationen existieren, in denen Haftungsbeschränkungen überraschenderweise dazu führen, dass kleine Risiken überversichert werden. Der zweite Aufsatz testet die Vorhersage des theoretischen Modells experimentell. Das Anliegen der dritten Forschungsarbeit ist es, einen Modellierungs- und Bewertungsansatz für Lebensversicherungen herzuleiten, der mögliche Bewertungsdifferenzen in den Kapitalanlagen re?ektiert. In einem zweiten Schritt wird der Frage nachgegangen, wie implizite Optionen auf der Passivseite der Bilanz die optimale Struktur der Kapitalanlagen auf der Aktivseite beein?ussen. Am Beispiel einer Rentenversicherung mit Überschussbeteiligung nach deutscher Art wird anschließend der Modellierungsansatz numerisch ausgewertet. Angesprochen werden primär Wissenschaftler, aber auch Mitarbeiter von Lebensversicherungsunternehmen, die im Risikomanagement oder Asset-Liability-Management tätig sind.

Im Mittelpunkt der Arbeit steht die Frage, ob die D&O-Versicherung auch im öffentlichen Sektor eine geeignete Möglichkeit zur Absicherung des Organhaftungsrisikos darstellt. Der Autor untersucht zu diesem Zweck insbesondere, ob der Abschluss einer D&O-Versicherung auch dort zulässig ist und wie die Verträge und Bedingungen inhaltlich auszugestalten sind. Moritz von Arnim wurde 1991 in Düsseldorf geboren und studierte von 2010 bis 2015 Rechtswissenschaften an den Universitäten Bayreuth und Hamburg. Nach Abschluss des 1. Staatsexamens promovierte er ab 2016 am Seminar für Versicherungswissenschaft der Universität Hamburg bei Prof. Dr. Robert Koch. Seit 2018 ist er Referendar am Landgericht Mönchengladbach.

Moral hazard—the tendency to change behavior when the cost of that behavior will be borne by others—is a particularly tricky question when considering health care. Kenneth J. Does what economies export matter for development? If so, can industrial policies improve on the export basket generated by the market? This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.
