Durante o regime militar, os atores dos movimentos sociais despertaram a consciência de classe, o espírito de solidariedade e definiram as estratégias de luta para romper os limites impostos pelo modelo da sociedade vigente. Já no processo de redemocratização do Brasil (1980-1990), os movimentos sociais de educadores fortaleceram-se e criticaram o rumo que tomava a educação. Apresentaram propostas comprometidas com a superação da desigualdade social e da baixa qualidade educacional, recrudescidas pelo processo de refuncionalização do Estado. Nada mais justo que em 2003, com a eleição presidencial de um líder do movimento sindical, os movimentos sociais de professores fossem movidos pela esperança de que o Brasil avançaria na conquista de direitos culturais, políticos e sociais, principalmente na educação. Afinal, ele é "um dos nossos". Aconteceu, porém, que a feição de governo popular reverberou e o governo tornou-se o opositor invisível para os movimentos sociais. E mais: é possível que tal feito tenha transformado uma parcela dos movimentos em seu contrário – teria se tornado conservadora?
