The Canadian Labour Force Survey uses the rotation panel design. Every month, one sixth of the sample rotates and five sixths remain. Hence, under this rotation scheme, once a rotation panel enters in the sample, it stays 6 months in the sample before it rotates out. Because of this design feature, the estimates on the same panel in different months are highly correlated. Moreover, when a rotation panel rotates out, a neighbouring rotation panel usually rotates in. Since they are geographically close, estimates based on the neighbouring rotation panels are also correlated. These correlations are called panel correlations: their magnitudes are variable-specific and time-dependent. This paper describes a methodology for estimating the panel correlations and presents estimated correlations for selected variables using 1980-81 and 1985-87 data. The work was originated for the study of composite estimation technique. However, the results are useful in any situation in which the panel correlation plays a role.

The Canadian Labour Force Survey (LFS) is a continuous monthly survey with a complex rotating panel design where there is a 5/6 sample overlap between any two consecutive months. After extensive studies, including the investigation of a number of alternative methods for exploiting the sample overlap to improve the quality of estimates, the LFS has chosen and implemented a regression composite estimation method. Currently, a compromise linear estimator between level and monthly change driven estimates with the a value of 2/3 is implemented. This study is to evaluate a broad range of values on many different LFS characteristics and its impacts on the final survey weights.

Handbook of Statistics_29B contains the most comprehensive account of sample surveys theory and practice to date. It is a second volume on sample surveys, with the goal of updating and extending the sampling volume published as volume 6 of the Handbook of Statistics in 1988. The present handbook is divided into two volumes (29A and 29B), with a total of 41 chapters, covering current developments in almost every aspect of sample surveys, with references to important contributions and available software. It can serve as a self contained guide to researchers and practitioners, with appropriate balance between theory and real life applications. Each of the two volumes is divided into three parts, with each part preceded by an introduction, summarizing the main developments in the areas covered in that part. Volume 1 deals with methods of sample selection and data processing, with the later including editing and imputation, handling of outliers and measurement errors, and methods of disclosure control. The volume contains also a large variety of applications in specialized areas such as household and business surveys, marketing research, opinion polls and censuses. Volume 2 is concerned with inference, distinguishing between design-based and model-based methods and focusing on specific problems such as small area estimation, analysis of longitudinal data, categorical data analysis and inference on distribution functions. The volume contains also chapters dealing with case-control studies, asymptotic properties of estimators and decision theoretic aspects. Comprehensive account of recent developments in sample survey theory and practice Covers a wide variety of diverse applications Comprehensive bibliography

The Canadian Labour Force Survey (LFS) uses a rotating panel design in which each sample dwelling remains in the sample for six consecutive months before being replaced by a new sample dwelling; thus one sixth of the sample is replaced each month. The question that we consider here is whether the LFS experiences month-in-sample bias, i.e., whether the estimate of a characteristic based on the panel of dwellings which are in the sample for the k-th month differs significantly from the overall estimate. We also investigate whether the effect, if it exists, is consistent over regions of the country. Two approaches are considered: a modelling approach based on state space modelling of the time series of panel estimates, and the use of indices based on a comparison of panel estimates over the six month lifetime of a panel in the sample. We describe the methodology used and give a summary of the results for the two characteristics "unemployment rate" and "employment rate".

The Canadian Labour Force Survey (LFS) is a monthly survey of 52,300 households. It is used to derive the estimates necessary to monitor labour market conditions in the ten provinces of Canada. The purpose of this paper is to describe the estimation methodology used to derive these estimates. In doing so, the intent is to provide a detailed account of LFS weighting procedures so as to serve as a reference document, and to provide the rationale behind the particular methods employed. Included is a description of how the design weights are computed, how nonresponding households are treated, and how the generalized regression estimator is used to exploit demographic estimates. A section devoted to the computation of sampling errors is provided, as is an appendix that describes the changes made to the estimation methodology between the present (1995) and previous (1985) sample designs.
