The Canadian Labour Force Survey (LFS) uses a rotating panel design in which each sample dwelling remains in the sample for six consecutive months before being replaced by a new sample dwelling; thus one sixth of the sample is replaced each month. The question that we consider here is whether the LFS experiences month-in-sample bias, i.e., whether the estimate of a characteristic based on the panel of dwellings which are in the sample for the k-th month differs significantly from the overall estimate. We also investigate whether the effect, if it exists, is consistent over regions of the country. Two approaches are considered: a modelling approach based on state space modelling of the time series of panel estimates, and the use of indices based on a comparison of panel estimates over the six month lifetime of a panel in the sample. We describe the methodology used and give a summary of the results for the two characteristics "unemployment rate" and "employment rate".

The Canadian Labour Force Survey (LFS) uses a rotating panel design in which each selected dwelling remains in the sample for six consecutive months, and is then replaced by a new dwelling so that one-sixth of the overall sample is replaced each month. Each panel is designed to be representative of the population. However, studies have shown that the LFS experiences month-in-sample bias, particularly for the first month, i.e., the estimate of a variable based on the panel of dwellings which are in the sample for the first month differs significantly from the overall estimate. Measures of the month-in-sample bias used in this study are the Bailar and modified Mohl month-in-sample indices, for estimated counts and rates of key LFS variables. The work of Brisebois and Mantel (1996) and Kennedy, Drew and Lorenz (1994) on the month-in-sample bias in the Labour Force Survey have been compared with those obtained in this follow-up, from the perspective of improved nonresponse and poststratification adjustments, using these month-in-sample indices.

The Canadian Labour Force Survey (LFS) produces monthly estimates of the unemployment rate at national and provincial levels. The LFS also releases unemployment estimates for sub-provincial areas such as Census Metropolitan Areas (CMAs) and Urban Centers (UCs). However, for some sub-provincial areas, the direct estimates are not reliable since the sample size in some areas is quite small. The small area estimation in LSF concerns estimation of unemployment rates for local sub-provincial areas such as CMA/UCs using small area models. In this paper, we will discuss various models including the Fay-Herriot model and cross-sectional and time series models. In particular, an integrated non-linear mixed effects model will be proposed under the hierarchical Bayes (HB) framework for the LFS unemployment rate estimation. Monthly Employment Insurance (EI) beneficiary data at the CMA/UC level are used as auxiliary covariates in the model. A HB approach with the Gibbs sampling method is used to obtain the estimates of posterior means and posterior variances of the CMA/UC level unemployment rates. The proposed HB model leads to reliable model-based estimates in terms of CV reduction. Model fit analysis and comparison of the model-based estimates with the direct estimates are presented in the paper.

The Canadian Labour Force Survey (LFS) uses a sampling design based on six rotation groups. In any given month, one of the six groups is rotated out (called the death rotation) and replaced with a group consisting of new sample (called the birth rotation). Typically, a rotation group is defined in terms of geographically grouped households called clusters. From time to time, instability in estimates of change from one month to the next in employment and unemployment have been observed. These have been attributed to instability in estimates arising from the birth and death rotations (or clusters), and have put into question the current rotation-by-cluster design used by the LFS. An alternative design has been proposed, whereby rotation groups would be defined across clusters, in the hopes of spreading any instability at the cluster level across rotation groups. Ths paper describes the rotation-by-dwelling design and presents the results of a simulation using LFS data for two sets of consecutive months: June and July of 1996, and December 1995 and January 1996. Estimates of month-to-month change as well as measures of relative contributions coming from each rotation group are given under both methods, at both the province and Canada levels. Finally, some comments on the GREG versus composite estimator are given.

The Canadian Labour Force Survey uses the rotation panel design. Every month, one sixth of the sample rotates and five sixths remain. Hence, under this rotation scheme, once a rotation panel enters in the sample, it stays 6 months in the sample before it rotates out. Because of this design feature, the estimates on the same panel in different months are highly correlated. Moreover, when a rotation panel rotates out, a neighbouring rotation panel usually rotates in. Since they are geographically close, estimates based on the neighbouring rotation panels are also correlated. These correlations are called panel correlations: their magnitudes are variable-specific and time-dependent. This paper describes a methodology for estimating the panel correlations and presents estimated correlations for selected variables using 1980-81 and 1985-87 data. The work was originated for the study of composite estimation technique. However, the results are useful in any situation in which the panel correlation plays a role.
