Empirical research into the impact of heterogeneity on government output has focussed mainly on its impact on policy choices. As regards the provision of public goods, research has focussed on the impact of heterogeneity on the amount of spending. This paper investigates empirically the impact of heterogeneity on both the amount and quality (technical efficiency) of government spending on health and education, whereby the efficiency of spending is assessed with reference to social indicators. The paper tests the Alesina and Spolaore (1995) model that more heterogeneous societies spend less on pure public goods using a cross-country database and concentrating on health and education. It finds that the results found by Alesina, Baqir, and Easterly (1997) (hereafter referred to as ABE) in an application of that model to a sample of U.S. regions and cities-more heterogeneous societies spend less on pure public goods-can be replicated in a crosscountry study for the health sector, but not for the education sector. At the same time, in line with previous studies on the link between spending and social indicators (Flug, Spilimbergo, and Wachtenheim, 1998; and Filmer, Hammer, and Pritchett, 1998), the paper shows it is difficult to find empirical evidence of an impact of public spending on education and health on social indicators. On the other hand, it finds that heterogeneity strongly affects the efficiency of public expenditure outcomes for both health and education. Heterogeneity is associated with worse health and education indicators, controlling for government expenditure on health and education, and other relevant variables.

Can the welfare state survive in an economically integrated world? Many have argued that globalization has undermined national policies to raise the living standards and enhance the economic opportunities of the poor. This book, by sixteen of the world's leading authorities in international economics and the welfare state, suggests a surprisingly different set of consequences: Globalization does not preclude social insurance and egalitarian redistribution--but it does change the mix of policies that can accomplish these ends. Globalization and Egalitarian Redistribution demonstrates that the free flow of goods, capital, and labor has increased the inequality or volatility of labor earnings in advanced industrial societies--while constraining governments' ability to tax the winners from globalization to compensate workers for their loss. Recent research demonstrates that the quality of public institutions is crucial for a number of important environmental, social, economic, and political outcomes, and thereby human well-being. The Quality of Government (QoG) approach directs attention to issues such as impartiality in the exercise of public power, professionalism in public service delivery, effective measures against corruption, and meritocracy instead of patronage and nepotism. This Handbook offers a comprehensive, state-of-the-art overview of this rapidly expanding research field and also identifies viable avenues for future research. The initial chapters focus on theoretical approaches and debates, and the central question of how QoG can be measured. A second set of chapters examines the wealth of empirical research on how QoG relates to democratization, social trust and cohesion, ethnic diversity, happiness and human wellbeing, democratic accountability, economic growth and inequality, political legitimacy, environmental sustainability, gender equality, and the outbreak of civil conflicts. The remaining chapters turn to the perennial issue of which contextual factors and policy approaches—national, local, and international—have proven successful (and not so successful) for increasing QoG. The Quality of Government approach both challenges and complements important strands of inquiry in the social sciences. For research about democratization, QoG adds the importance of taking state capacity into account. Safety nets are noncontributory transfer programs targeted to the poor or vulnerable. They play important roles in social policy. Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set.
