Eu Us Cooperation On Internal Security written by Dimitrios Anagnostakis and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-02-17 with Political Science categories.

This book analyses the cooperation between the European Union and the United States on internal security and counter-terrorism since the 9/11 terrorist attacks. In particular, four areas of cooperation are examined: customs and supply chain security; judicial cooperation (the mutual legal assistance and extradition agreements); law enforcement cooperation (the Europol-US agreements); and the EU-US agreements for the sharing of air passengers’ data (PNR agreements). These cases are analysed through a conceptual framework based on the theories of international regimes, with the data being drawn from an extensive documentary analysis of media sources collected through the 'Nexis' database, official documents, and from 13 semi-structured elite interviews with US and EU officials. The book argues that the EU and the US have established a transatlantic internal security regime based on shared principles, norms, rules, and interests. While at the beginning of this process the EU had a more reactive and passive stance at the later stages both the EU and the US were active in shaping the transatlantic political agenda and negotiations. The book demonstrates how the EU has had a much more proactive role in its relations with the US than has often been assumed in the current literature. This book will be of much interest to students of EU policy, foreign policy, international security and IR in general.

Theorizing Internal Security In The European Union written by Raphael Bossong and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016 with Political Science categories.

This edited volume offers different theories useful for understanding and explaining European Union cooperation on internal security matters. Cooperation on such matters has not only flourished over the past two decades, but - more recently - has also become one of the most politicised or contested areas of European integration. Yet academic studies in the field remain predominantly empirical or not readily accessible to new scholars. The book addresses this major gap by providing a theoretical primer with a palette of options for explaining a complicated issue area, reaching across the divide of critical and more mainstream scholars that typically fragments discussion and debate. Theorizing Internal Security Cooperation in the European Union offers accessible and authoritative contributions by some of the most distinguished scholars in the field. Each chapter reviews the emergence of a major theoretical approach, the current state-of-the art for that approach, and the accompanying methodological considerations before providing an empirical illustration and an outlook on further research and dialogue with other perspectives. This book will serve as a central reference for developing our understanding of EU internal security cooperation, for exploring the ongoing transformation of statehood, and for illuminating the contemporary evolution of the European Union.

This book explores the viability of future UK-EU internal security arrangements in light of Brexit, including their impact on the UK’s and the EU’s security and international standings. The authors discuss on-going negotiations and address the main political and legal concerns of possible future arrangements. As the UK prepares to leave the EU, the country is faced with having to develop new cooperation models with its neighbours to fight growing transnational security threats, as well as new strategies to maintain its leading role as an international security actor. In exploring these issues, the book aims to contribute to the general knowledge on the risks and opportunities associated with the disentanglement of the UK from European internal security cooperation; to shed more light on the debates surrounding the negotiations; and to inform the policy discussions that form the basis of proposed cooperation models and that are likely to significantly shape the future UK-EU security relationship.

This book examines the European Union’s contribution to providing security in Europe amidst an increasingly complex and challenging environment. In this new and comprehensive guide to the EU's role in security since the end of the Cold War, the authors offer an explanation of EU internal and external security regimes, and argue that the Union has become an important exporter of security within its region. However, the Union’s rhetorical ambitions and commitments continue to outstrip its capabilities and it lacks both a common conceptualisation of security and a meaningful, shared strategic culture. Drawing extensively on primary sources the book examines the Union’s relations with the US and Russia in a time of shifting geostrategic calculations and priorities. With the EU capacity for enlargement slowing, this text presents a detailed assessment of EU security policies towards Central Europe, the Mediterranean, the Western Balkans, Eastern Europe and South Caucasus. European Union Security will be of interest to students and scholars of the EU, security studies, and international relations.

This book contributes to the understanding of the counter-terrorism (CT) policy of the European Union (EU) by offering a set of analyses focusing on its external dimension. Whilst calling for the combination of internal and external policies as well as cooperation with third countries and international institutions, the external dimension of EUCT challenges previous assumptions on the functioning of the EU and offers new testing ground for the latest theoretical and methodological approaches. This volume provides the first systematic assessment of the external dimension of EUCT. It covers transatlantic counter-terrorism cooperation, the interaction between EU institutions and policies, theoretical debates on EU actorness in counter-terrorism and the role of judicial institutions in international counter-terrorism. Furthermore, it draws attention to the need for engaging in new discussions over the post-Lisbon Treaty Common Foreign and Security Policy (CFSP), the international fight against terrorism, and the way international actors cooperate and compete on the security arena. It will be of interest for both academics and practitioners working on EU foreign policy, transatlantic relations and international counter-terrorism. It will also be of interest for students and journalists specialized on European and international affairs. This book was published as a special issue of European Security.

This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. This edited volume makes a timely and interdisciplinary contribution to the ongoing academic and political debate on the future of open borders and legitimate security governance in Europe. It offers a valuable resource for scholars in the fields of international security and migration studies, as well as for practitioners dealing with border management mechanisms.

Over the last ten years, several EU-US agreements have been concluded on issues like mutual legal assistance, personal data exchanges or transfers of financial data. The trend towards increasing transatlantic integration in the security domain has seen the emergence of new policy instruments which have often been criticised for their lack of transparency and accountability. This has given rise to a serious debate concerning data protection and civil liberties. The transatlantic debate that has accompanied the development of homeland security policies in the post 9/11 context is therefore focused on the two poles of liberty and security, and how to achieve a balance between them. The tenth anniversary of the 9/11 terrorist attacks in New York and Washington D.C. offers a good opportunity to re-examine this dichotomy. This paper examines transatlantic security cooperation in a broader context and highlights new policy avenues worth exploring. The contributions in part one of the volume focus on the extent of bilateral EU-US cooperation at various levels, while part two provides an insight into how the transatlantic security agenda is implemented beyond the Euro-Atlantic territory.

In this much-needed study of current strategic thinking on both sides of the Atlantic, a diverse collection of leading European and American analysts are assembled to tackle key questions that remain unanswered in the existing literature: how much do new security strategies signal convergence or divergence in US and EU foreign and security policy doctrine? what tangible political and policy impacts can be attributed to new security strategies? what are the implications for US and EU policies towards specific regions? what are the prospects for collective transatlantic action? The legacy of 9/11 is scrutinized against the backdrop of the strategic thinking that preceded it. In the 1990s, the US struggled to develop a new doctrine for American foreign policy, seeking at various times to promote a ‘New World Order’ or ‘democratic enlargement’. For its part, the EU had tried to underpin its new Common Foreign and Security Policy with a coherent set of ‘European values’ – multilateralism, human rights, environmental protection, and poverty reduction – that were best defended via collective European action. Key continuities and changes in these transatlantic efforts since 9/11 are clearly identified and closely examined.
