"Youth unemployment is a huge challenge facing Member States across the EU. In this regard an initiative, the Youth Guarantee, was launched by the European Council in 2013. Under this scheme, all young people under 25 should receive a 'good quality' offer of employment, continued education, apprenticeship or traineeship within 4 months of becoming unemployed or leaving formal education. It will be financed partly from the EU budget and complementary national funding will be required. With this report, the Court assessed whether the Commission has provided timely and appropriate support to the Member States in developing their Youth Guarantee Implementation Plans. Greece is the 20th country to have had its youth policy reviewed by an international review team appointed by the Council of Europe. The financial crisis and resulting high unemployment rate, especially among young people, was the major concern encountered by the review team. Although the crisis has compelled Greece to engage in profound fiscal reform and address many of its structural weaknesses, this has not been matched by labour market activation policies and other youth policy measures needed to reverse the mood of despondency and stem the tide of emigration of young people. This international review focused in particular on two aspects of youth transitions: the transition from the education system to the labour market; and the related issue of military service and conscription, which is an integral part of life for young men in Greece. The review team also considered characteristics of the public administration, which dwells on bureaucratic compliance and has limited scope and licence for fostering initiative and creativity, despite incessant rhetoric about the need for “entrepreneurship”. The review team advocates the establishment of more creative and innovative mechanisms to free the entrepreneurial and participative spirit not only of young people in Greece, but also of its regional and local administrations, youth organisations and local youth councils, in order for them to provide timely and purposeful intervention, opportunity and support according to local need and circumstances.

The Youth Guarantee (YG) was launched as a Council Recommendation adopted by all Member States in 2013, in particular as a response to the high cyclical unemployment among its youth. The YG meant that all young people aged between 15 and 24 would receive a good quality offer of employment, training, education or apprenticeship within a period of four months of becoming unemployed or leaving formal education. Following this recommendation, EU Member States took steps to introduce such a scheme, albeit with widely varying national approaches on (among many other differences) target groups, timing, the types of interventions used and the types of partnerships. This report synthesises the vast amount of available information on the implementation of the YG and its performance. Based on an extensive desk research in its first part, the study identifies six key aspects of YG implementation and delivery as well as background characteristics that are important determinants of YG performance across Member States: specifically, these are (1) the financial resources for implementing the YG, (2) the role of the YG as part of national policy making, (3) challenges for the youth labour market, (4) the heterogeneity of the NEET population, (5) the design and implementation features of the YG, and (6) the role of the apprenticeship system in the Youth Guarantee. The overall findings of desk research and data analysis indicate that, in sum, EU funding via the Youth Employment Initiative (YEI) and the European Social Fund (ESF) played a key role in supporting YG measures financially, especially for countries suffering from simultaneously high NEET rates and a significant economic downturn or structural labour market challenges. Many of these countries increased spending on active labour market policies, which can be interpreted with caution as an indirect effect of the YG. In some Member States the YG also fostered the introduction of reforms to national youth policies, improvements in monitoring systems for youth activation policies, and the building of new partnerships. These changes are likely to outlast the YG initiative and thereby provide sustained and ongoing benefits.

This essay discusses the determinants of youth unemployment within the EU and then the alternative policy options currently at stake. We argue that youth unemployment regards especially some peripheral EU countries and is due to a mix of factors that should be addressed more vigorously, starting from expansionary fiscal and monetary policy. The guiding line should be to reform the Maastricht Treaty so as to allow eacg EU country to reach the Europe 2020 targets. Moreover, especially in the peripheral countries drastic reforms of the school-to-work transition regimes are needed, including not only the European Youth Guarantee, which is underfinanced, but also the introduction of better links between the education system and the labor market. The past emphasis on labor market reforms, instead, should be reconsidered.

With the rate of young jobless in the EU still at nearly double its pre-crisis level, and the UK experiencing exceptionally high levels of unemployment, this report calls on the Government to rethink the way it uses European funding. The Government needs to use EU money to support the introduction of a Youth Guarantee, rather than putting the funds towards existing domestic measures such as the Youth Contract. The Youth Contract had underperformed and was not popular in the private sector, while the Youth Guarantee had been successful in other European countries. Five regions in the UK were highlighted in the report as having unemployment levels so high that they qualified for additional EU funding. These areas were: Tees Valley & Durham; West Midlands; South Western Scotland; Inner London; and Merseyside. The Committee is urging the Government use the European funding to run pilot Youth Guarantee schemes in these five areas. Other recommendations made in the report include: a move away from a centralised management of EU funds and make the most of local authorities and Local Enterprise Partnerships, who have links to specialist organisations in their areas; when it comes to careers advice, the Government should use EU money to fund more traditional face-to-face careers advice, rather than focusing on online support; and more needs to be done to address the skills mismatch in the EU - a particular example being in ICT
