Inhaltsangabe:Zusammenfassung: Die Europäische Union (EU) hat zur Zeit elf Amts- und Arbeitssprachen offiziell ist jede nationale Amtssprache der 15 Mitgliedstaaten in den europäischen Institutionen gleichberechtigt. Die Praxis sieht anders aus. Englisch und Französisch sind de facto die Verkehrssprachen in den Brüsseler, Straßburger und Luxemburger Amtsfluren. Bei den meisten Treffen auf politischer Ebene, gleich ob im Ministerrat oder im Europäischen Parlament, wird jedoch aus allen in alle Sprachen gedolmetscht. Das besorgt der größte Dolmetscherdienst der Welt. Zwei ungleiche Herausforderungen kommen auf diese Sprachenregelung in den europäischen Institutionen zu. Zum einen ist die Erweiterung der EU um zunächst zehn Staaten mittlerweile beschlossene Sache. Aus den dann 20 Amtssprachen ergeben sich bereits 380 Sprachkombinationen denn im Parlament zum Beispiel muss dann etwa aus dem Finnischen ins Estnische genauso wie aus dem Slowenischen ins Portugiesische übersetzt werden. Zum anderen vertritt die EU nachdrücklich ihre dialektische kulturpolitische Strategie von Einheit in der Vielfalt . Darauf bauen immer mehr auch Europas Sprachminderheiten: Katalanen, Basken, Waliser und andere pochen auf die Gleichbehandlung ihrer Sprachen mit den großen nationalen Amtssprachen, um dem von ihnen favorisierten Europa der Regionen Gestalt zu verleihen. Das vermeintlich technische Problem ist nicht technisch zu lösen, denn die Regierungen messen ihren Sprachen großes symbolisches Gewicht bei. Die Sprachen stehen für die nationale Souveränität und Kultur. Bei der institutionellen Reform zur Vorbereitung auf die Erweiterung wird die Sprachenfrage tabuisiert. Die EU ist sprachlich auf die Osterweiterung nicht vorbereitet. Die vorliegende Arbeit analysiert den Status quo, die demokratischen wie praktischen Erfordernisse für eine sinnvolle, künftige Sprachenregelung und schlägt eine solche in Grundzügen vor. Sie geht primär politikwissenschaftlich vor, bezieht jedoch Erkenntnisse aus der Linguistik, der Soziolinguistik sowie der Rechtswissenschaft ausführlich ein. Gang der Untersuchung: Die Arbeit gliedert sich in zwei Teile, deren erster vornehmlich deskriptiver Art ist. In einem umfangreichen Kapitel werden die vier wichtigsten EU-Organe der Rat, die Kommission, das Parlament und der Gerichtshof auf ihre gegenwärtigen Sprachenregelungen hin untersucht.
