The community is rich in forests. They cover one-fifth of its total land surface and provide employment for 1.4 million people. But as European Commission President, Mr Gaston Thorn, noted on a visit to West Germany's Black Forest last March, many of the trees are dying, struck by a variety of diseases flowing from pollution of the air and soil. Sulphur dioxide is the main enemy but this 'acid rain' is only one of several toxic elements that are poisoning the forests. The culprits are mainly heavy industry or energy plant, and their fumes and emission particles are oblivious of national boundaries. The first signs of damage appeared in the mid-seventies, and have been accelerating since. A European Commission effort to introduce a common Community forestry policy in 1978 has so far failed to materialise, but there has been legislation designed to limit emissions of dangerous substances into the atmosphere, and the Community is a signatory to the Convention on Long-Range Transboundary Air Pollution which came into force on 1 May 1983.

In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. The recommendations, action items and the human network needed for regional-level implementation are detailed in `situation', `position' and `state of the art' papers. The final objective is to develop a plan of action to help abate the negative impacts while sustaining or expanding the forests, the economy and the energy sufficiency of the region.

The European Forest Institute (EFI) has five Research and Development priority ar eas: forest sustainability, forestry and possible climate change, structural changes in markets for forest products and services, policy analysis, and forest sector informa tion services and research methodology. In the area of forest sustainability our most important activity has been the project "Growth trends of European forests", the re sults of which are presented in this book. The project was started in August 1993 under the leadership of Prof. Dr. Heinrich Spiecker from the University of Freiburg, Germany, and it is one of the first EFI's research projects after its establishment in 1993. The main purpose of the project was to analyse whether site productivity has changed in European forests during the last decades. While several forest growth studies have been published at local, re gional and national levels, this project has aimed at stimulating a joint effort in iden tifying and quantifying possible growth trends and their spatial and temporal extent at the European level. Debate on forest decline and possible climate change, as well as considerations re lated to the long term supply of wood underline the importance of this project, both from environmental and industrial points of view. Knowledge on possible changes in growth trends is vital for the sustainable management of forest ecosystems.
