Recent years have witnessed the European Union struggling to keep Europe together in increasingly difficult economic and political circumstances. Communication within and about European institutions has become more challenging in this perplexing political environment, demonstrating the complex nature of EU political discourse. In order to highlight these complexities, the contributors to this volume present different theoretical and methodological approaches to the analysis of diverse facets of EU discourse, realized through a variety of linguistic and discursive phenomena. In this volume we approach the question of what it is to be European by considering the way in which citizens talk about their everyday lives, as they are perceived against the background of Europe and European issues. Hence, the volume will offer insights into the rarely glimpsed micro political world of ordinary talk and explore the way in which such talk in social interaction and other spheres might help us understand what Europe means to a range of its citizens. Using a range of broadly discursive approaches we will touch on, inter alia, issues of identity, youth, borders, ethnicity, local politics, and minority languages. In the end, we suggest, it is a common sense view of pragmatic utility that centres what it is to be European, and this is something which is continually fluid and shifting within ever changing social, historical and political circumstances.

The Union is the only organization that unifies so many different countries, more precisely 23 official languages and 27 European nations (Zimmer 2007, p. 20). Driven by the common idea of creating a democratic community and a globally competitive market, the EU strongly corroborates equality of every nation's culture, values and languages. Nevertheless the EU is currently struggling with the discrepancy between cultural and linguistic diversity and the equal integration of every member state. Additionally, the emerging English, as the international lingua franca, seems to put a strain on the peaceful cooperation of all 23 official languages. In view of this unfortunate development the question aroused if Europe needs one common language. The first two segments of chapter 2 are to give an overview of the linguistic situation and the official language arrangements of the EU. The following segment describes the contentious situation of the EU, caused by superior number of languages, high costs and the actual inequality of some official languages. In the first subsection of chapter 3 several reason for adopting only one official language are determined. Thereupon the languages Latin, Esperanto and English are analyzed to examine if one of them is able to function as the European lingua franca. In the last part of chapter 3 a short conclusion on monolingualism is drawn and the effects on the functioning of the EU explained. Peaceful, prosperous, democratic and respectful of people’s rights, building Europe is an ongoing challenge. For many years it seemed that Europeans lived on a continent of shared values and a common destiny. No one paid attention to the alarm bells warning of growing divisions across the continent, which have become more insistent since the economic and social crisis. Europe and its values, previously taken for granted, are now being contested. These clouds are casting a shadow across Europe’s future, and old demons, long dormant, have started to raise their voices again. With a deepening values divide there is an urgent need for public debate and a reconsideration of how Europeans can strengthen the European project. Is a “Europe united in diversity” still feasible? Can a consensus be forged on a set of values pertaining to a common European identity? What should be done to preserve European unity? The Council of Europe, with its membership covering Europe from Vladivostok to Lisbon and from Reykjavik to Ankara, and its mission to promote democracy, human rights and the rule of law, provides an excellent framework for discussing the current state of thinking and dynamics behind the concept of European identity. For these reasons, the Council of Europe, together with the École nationale d’administration in Strasbourg, held a series of European Identity Debates featuring eminent personalities from a variety of backgrounds including politics, civil society, academia and the humanities. This publication presents the 10 European Identity Debates lectures. Under what conditions does the internal cohesiveness of the European Union determine its external effectiveness on the world stage? This book asks this question, investigating the frequent political assumption that the more cohesive the EU presents itself to the world, the more effective it is in achieving its goals. Contributions to this book explore this theory from a range of perspectives, from trade to foreign policy, and highlight complex patterns between internal cohesiveness and external effectiveness. These are simplified into three possible configurations: internal cohesiveness has a positive impact on external effectiveness; internal cohesiveness has no impact on external effectiveness; and internal cohesiveness has a negative impact on external effectiveness. The international context in which the EU operates, which includes the bargaining configuration and the policy arena, functions as an intervening variable that helps us to explain variation in these causal links. The book also launches a research agenda aimed at explaining these patterns more systematically and determining the marginal impact of cohesiveness on effectiveness. This book was originally published as a special issue of the Journal of European Public Policy.
