Wider involvement and better knowledge are keywords in the recent White Paper on European Governance. The political discourse has, quite obviously, taken up the academic debate about the importance of ideas and networks. The Commission is seen as an ideational entrepreneur which by arguing and networking is able to induce autonomous actors with quite diverse interests to follow a European course of action. Regional policy has been a most promising field of research to confirm this hypothesis. Recent investigations can be read, however, in quite a different way. The paper questions established conventional wisdom concerning the importance of European ideas and networks for policy change and raises the question how ideational and network competition could be explored in a better way.

Under the European Directive on the application of patients' rights in cross-border health care, the development of European reference networks was promoted as one of the prime areas for cross-border cooperation among Member States. These networks are meant to improve access to and provision of high-quality health care to all patients who have conditions requiring a concentration of specialized resources or expertise. At the same time they could act as focal points for medical training and research, information dissemination and evaluation, especially for rare diseases. The idea of pooling resources in order to better address medical conditions that are rare or require very specialized expertise or equipment, corresponds with moves towards concentration of specialized health care services, often motivated by common health systems challenges like tightening financial constraints, workforce shortages and growing attention for quality and safety. This book examines the different ways in which the concept of reference networks has been implemented in European countries, and what kind of medical conditions or interventions it covers in various countries. It also looks at the motivations behind the establishment of such networks, the regulatory and administrative processes for identifying and designating them, as well as the financial arrangements needed for their proper functioning. This study outlines the key policy implications and challenges for developing the concept of reference networks at national and European levels. Ultimately we aim to provide a better understanding of the issues that may be encountered when implementing the Directive.

Nowadays most consumers are aware of the European dimensions of their electricity supply. But what ideas lie behind this European network? In constructing electricity networks, Europe performed a Janus-faced function. On the one hand, a European network would bolster economic growth and peace. On the other, economic growth through electrification would increase military potential. By combining a wide array of rarely used sources, this book unravels how engineers, industrialists, and policymakers used ideas of Europe to gain support for building a European system. By focusing on transnational and European actors, this book is a valuable addition to existing national histories of electrification. It is an original contribution to the history of technology, while also making the role of technology visible in more mainstream European history. The empirical chapters show how ideas of European cooperation in general became intertwined with network planning during the Interwar period, although the Depression and WWII prevented a European electricity network from being constructed. The subsequent chapters describe the influence of the Marshall Plan on European network-building, focusing on both its economic and military aspects. The last chapter portrays how the Iron Curtain was contested. The troubled expansion of networks and capacity in Western Europe provided an underpinning for political rapprochement with the East in the 1970s and 1980s. Political and economic turmoil after 1989 accelerated this process, leading to an interconnected European system by 1995.

Although political conversations on European integration are common, they are not part of existing explanations for attitude formation on the EU. This book examines the impact of social interactions, specifically interpersonal and informal discussions, on shaping individuals' views on European integration. Looking at opinion formation through the lens of social networks, the author develops an innovative argument about the role that social networks play in delivering information and moulding individuals' identities. Including original survey data and an extended case study on Poland, the book identifies three processes through which informal discussions could affect views on integration and shows that differences in discussion dynamics explain why some people change their opinions while other remain loyal to their views. It shows that well-connected leaders in small communities can use informal talks to ensure the spread of local ideas, such as opposition to the EU, even when such ideas are unpopular at the national level. This book demonstrates that people who engage in informal talks about politics behave differently than those who are excluded from such interactions. International organizations are ubiquitous in contemporary Europe and the wider world. This book is the first systematic assessment of the interactions of the European Communities (EC) with other Western organizations like NATO, the OECD and the Council of Europe for the period from the late 1960s to the early 1990s. Based on fresh archival research, its various contributions explore forms of co-operation and competition between these forums and thus seek to ‘provincialize’ and ‘de-centre’ the role of the predecessors of today’s European Union. Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe.
