Attempting fonnally to evaluate something involves the evaluator coming to grips with a number of abstract concepts such as value, merit, worth, growth, criteria, standards, objectives, needs, nonns, client, audience, validity, reliability, objectivity, practical significance, accountability, improvement, process, pro duct, fonnative, summative, costs, impact, infonnation, credibility, and - of course - with the tenn evaluation itself. To communicate with colleagues and clients, evaluators need to clarify what they mean when they use such tenns to denote important concepts central to their work. This volume analyzes how evaluation theorists apply their approach in practice. A scenario of a situation at an elementary school is presented to four prominent theorists, who describe how they would design and conduct an evaluation of the school's program. The editors consider the theorists' proposed evaluations, as well as their subsequent comments, to develop themes related to the influence of theory and context on practice. They also provide a comparative analysis of the theorists' evaluation approaches in relation to the context of evaluation case presented. Evaluation theorists seem to be quite good at propounding on how they think the evaluation world ought to work. Yet do we really know that what theorists say they would do in practice is indeed what they would actually do? Evaluation, after all, is situational. Each context offers its own constituency, set of values, programmatic elements, bureaucratic hurdles, and other variables. This volume demonstrates why evaluators need to adapt their point of view to a particular situation, and provides much-needed study and analysis on the way in which they make those adaptations. 1. 1 Motivations Deciding is a very complex and difficult task. Some people even argue that our ability to make decisions in complex situations is the main feature that distinguishes us from animals (it is also common to say that laughing is the main difference). Nevertheless, when the task is too complex or the interests at stake are too important, it quite often happens that we do not know or we are not sure what to decide and, in many instances, we resort to a decision support technique: an informal one-we toss a coin, we ask an oracle, we visit an astrologer, we consult an expert, we think-or a formal one. Although informal decision support techniques can be of interest, in this book, we will focus on formal ones. Among the latter, we find some well-known decision support techniques: cost-benefit analysis, multiple criteria decision analysis, decision trees, . . . But there are many other ones, sometimes not presented as decision support techniques, that help making decisions. Let us cite but a few examples. • When the director of a school must decide whether a given student will pass or fail, he usually asks each teacher to assess the merits of the student by means of a grade. The director then sums the grades and compares the result to a threshold. • When a bank must decide whether a given client will obtain a credit or not, a technique, called credit scoring, is often used.
