Evaluation of scientific research, particularly of research which is supported by government funds, is a matter of growing concern in virtually every nation. It is no longer adequate to expect that the value of investments in research will be judged in long-term historical perspective. Resources are scarce and policy-makers are looking for ways to assure that these resources are used in the most effective way. From the life-or-death evaluations of academic research institutes in the post-communist countries to the Government Performance and Results Act(GPRA) in the United States, research evaluation has become a topic of utmost importance in science policy. Evaluation often has substantial consequences for researchers and research institutions, including restructuring, shifting of priorities, budget reductions, or evenclosures. Therefore it is essential that evaluation is done systematically and objectively, with methodologies that can be understood and trusted by those concerned. This book is based on a NATO Advanced Research Workshop, co-organized by the Academy of Sciences of the Czech Republic and the American Association for the Advancement of Science. 1. 1 Purpose of the Study When the Agreement for the Foundation of the European Economic Community (EC Treaty) was extended and changed by the Single European Act (SEA), ratified by all the Member States of the European Community (EC) in July 1987, research and techno logical development were placed for the first time on an equal footing with other politi cal competences of the EC. In the newly added Articles 130 f - q of the EC Treaty the aims and policy measures are clearly formulated, thus giving the EC a real competence to act. The main aim of European research and technological development policy (RID policy) is (according to Article 130f of the SEA) to strengthen the scientific and technical basis of European industry and the development of its international competitiveness, to support transnational cooperation between industry and science, and to integrate the area of research and technological development into the general concept for the realisation of the internal market of the European Community. The main instruments of European RID policy are the "Community Framework Pro grammes", running for several years, in which the aims, priorities and fmancial dimen sions are defmed for a period of four to five years.

In the last decades it has become more and more imperative for our societies, and for decision makers in all areas of society, to understand the dynamics through which innovation systems develop and through which socio-technical systems transform themselves. As both innovation and transformation are strongly intertwined, it has equally become imperative to analyse their dynamics as well as their interplay. This open access volume reflects on the research fields that have developed in the last five decades to do exactly that. It defines and delineates research on systems and innovation as encompassing the scientific study of, first, the conditions, dynamics and impacts associated with the generation and uptake of innovations and, second, the development and transformation of functional systems satisfying essential needs such as the provision of energy or water. Further, the area of Systems and Innovation Research (SIR) is characterised by problem and stakeholder oriented research. We chose five decades as time frame because we noted that roughly 50 years ago a number of research institutes dedicated to SIR were founded and the SIR area started to grow significantly. We present a systematic history of nine selected fields within the area of SIR (Innovation policy, Innovation indicators, Foresight, Policy Evaluation, Technology Assessment, Production Paradigms, Renewable Energies, Energy Efficiency, Water Use). We also present a conceptual framework to understand the processes by which the research fields have developed. This allows to draw general lessons as to what drives fields throughout their development and how their role vis-à-vis policy, businesses and societies changes over time. It also allows to speculate about future challenges and trends in the SIR area. This is important because, if anything, the need to govern transformation through innovation will further grow in the future, and with it the need to understand the underlying dynamics.

The evaluation profession has experienced rapid growth in the past five years. Prior to 1995. there were five national evaluation organizations: the American Evnluntion Association (AEA). the Asociacion Centroamericana de Evaluacion (ACE). the Australasian Evaluation Society (AES). the Canadian Evaluation Society (CES). and the European Evaluation Society (EES). In November 1995. AEA and CES cosponsored an international evaluation conference in Vancouver, of the conference was "Evaluation for a New British Columbia. The theme Century-A Global Perspective." Delegates from 50 countries throughout Europe, Australia. New Zealand, Asia, Africa, and Central and South America attended the conference. The conference combined workshops and lecture fonnats to bring participants the most up-to-date and relevant information in a variety of sectors. Following the Vancouver conference, there was a gestation period, after which several national evaluation organizations in Europe were born (AEA/CES, Evaluation '95, On-Site Program). In 1997, EES held a conference in Stockholm. The theme of the conference was "What Works and for Whom'?" More than 280 evaluation professionals from 30 countries in Europe and throughout the world attended the conference. The conference provided a forum for academic professionals and civil servants to meet and share their experiences. Leaders emerged with goals to increase membership and to create extensive professional networks within the society (EES Newsletter, 2/97).
