This title was first published in 2002: There is a multitude of assessment methods available for analyzing and reporting on the impacts of policies, all with different underlying assumptions and a wide range of criteria. Since the 1950s, much research has gone into creating guidelines for policy analysis, yet only a small percentage of evaluation has been carried out on transport policy - and none by political scientists or social policy specialists. The editors of this volume recognize that European integration has seen a drive to bring policy evaluation on to the transport agenda and has increased demands for ’strategic assessments’. It has become apparent that to gain a fuller understanding of the success of a transport programme, a much more complex combination of analytical methods must be used, and a set of guidelines specifically for the field of transport must be developed. This book achieves this by bringing together a multidisciplinary team of analysts from throughout the EU to discuss in a much broader way the various types of assessment methods and how they can best be used to evaluate transport programmes and systems, both individually and in combination.

Is academic freedom threatened? The book examines current challenges to academic freedom in Europe, focusing mainly on Italy and Germany. The cases discussed demonstrate that research and teaching are under pressure in European democracies: in Hungary and Poland due to political constraints, in other countries due to societal expectations. Considering different interrelated aspects, the four parts of the book explore many real and potential threats to universities, scientific institutions and researchers, ranging from the European dimension of freedom of the arts and sciences to comparative analysis of emerging challenges to academic freedom against the backdrop of the COVID-19 pandemic. In the past two decades, environmental pollution and natural resource shortages have evoked increasing concern in the Soviet Union and Eastern Europe. The emerging ecological crisis has challenged many common assumptions in the Soviet bloc, as in the West. This book provides, for the first time, a detailed and comprehensive analysis of the ecology debate in the USSR and its highly industrialized ally, the German Democratic Republic (GDR). Based on a thorough examination of the Soviet and GDR sources, Dr. DeBardeleben explores the authorities' attempts to explain the problem to their populations. She also examines the viewpoints of scientists, writers, and scholars, with special attention to economic dimensions of the ecology debate. The study reveals the increasing sophistication of specialists in influencing public policy by adapting official values to support their positions. Through comparison of the Soviet and East German cases, the study clarifies the impact of natural resource endowment and legitimacy dilemmas on treatment of the ecology issue. The book demonstrates that Marxist-Leninist values subtly affect Soviet and GDR responses, but at the same time the environmental crisis is forcing a reevaluation of some aspects of Marxist-Leninist theory and ideology itself.
