This book is the product of 30 years of experience with program evalua tion. During this time, both service recipients and educational and social programs have experienced major cultural and political shifts in service delivery philosophy, including a focus on quality, mainstreaming, deinsti tutionalization, community inclusion, and an emphasis on measurable outcomes. Recently stakeholders of these programs have demanded more than just the provision of service, forcing program administrators to evalu ate their programs' effectiveness and efficiency. The "era of accoun tability" is here, and my major goal in writing this book is to help current and future program administrators understand that they need to look beyond simply the provision of service. Indeed, they need to be competent in outcome-based evaluation, which I define as a type of program evaluation that uses valued and objective person-referenced outcomes to analyze a program's effectiveness, impact or benefit-cost. By design, this book can be read from the perspective of a consumer or producer of outcome-based evaluation. As a consumer, the reader will be introduced to the various techniques used in outcome-based evaluation and how to interpret data from outcome-based evaluation analyses. As a producer, the reader will be instructed in how to do outcome-based evalu ation analyses, along with how to use and act on their results. Environmental economics addresses the issues that arise on the boundaries between economic systems and natural systems, such as pollution and natural resource de pletion and degradation. Like any other branch of applied economics, it has drawn its tools and techniques from the wide range already available in economics gener ally, selecting, adapting and extending these to meet its own particular requirements in its own particular context. Here, as elsewhere in economics, public policy analy sis requires quantitative assessments of the economic impact of different policy choices. Perhaps the most distinctive contribution of environmental economics has been the development of techniques for the economic valuation of environmental goods and services in the absence of markets for such goods and services, or in the presence of markets that are at best imperfect or incomplete. Nevertheless policy analysis still relies on one or another of three broad groups of methods used in eco nomics generally. One is project appraisal, which at the micro level provides an evaluation ofthe costs and benefits ofinvestment options to inform the choice among them, while at the macro level policy analysis rests either on computable general equilibrium (CGE) models or on economy-wide macroeconometric models. All models are simplifications, designed to focus attention on the important fea tures ofthe problem at hand, and neglecting other features that might for a different problem assume greater importance.

De nieuwe taalbeschouwing is aangekomen! In taalonderwijs gaat het er dan om dat je situaties leert beheersen door de manier waarop je je taal gebruikt. Taalgebruik wordt dus de kern van taalonderwijs en dus ook van taalbeschouwing. De bedoeling is dat leerlingen hun eigen taalgebruik verbeteren door te kijken hoe zij en anderen taal gebruiken en door daarover na te denken. Of over hoe ze zich veel ellende kunnen besparen. Wij vinden het ook ongelooflijk boeiend te zien en een beetje te begrijpen hoe wij taal gebruiken en hoe ons taalsysteem in elkaar zit. Taalbeschouwing is dan een vorm van wereldoriëntatie. Niet over konijnen of paardebloemen of de kledij in de middeleeuwen, maar over onszelf. Nadenken over taalbeschouwingsonderwijs kan niet zonder ook over taal zelf na te denken. Daarover kan de lezer in dit boek dus ook heel wat vinden.
