Misinformation Policy in Sub-Saharan Africa is a single volume containing two research reports by eight authors examining policy towards misinformation in Sub-Saharan Africa. The volume first examines the teaching of ‘media literacy’ in state-run schools in seven Sub-Saharan African countries as of mid-2020, as relates to misinformation. It explains the limited elements of media and information literacy (MIL) that are included in the curricula in the seven countries studied and the elements of media literacy related to misinformation taught in schools in one province of South Africa since January 2020. The authors propose six fields of knowledge and skills specific to misinformation that are required in order to reduce students’ susceptibility to false and misleading claims. Identifying obstacles to the introduction and effective teaching of misinformation literacy, the authors make five recommendations for the promotion of misinformation literacy in schools, to reduce the harm misinformation causes. The second report in the volume examines changes made to laws and regulations related to ‘false information’ in eleven countries across Sub-Saharan Africa 2016-2020 from Ethiopia to South Africa. By examining the terms of such laws against what is known of misinformation types, drivers and effects, it assesses the likely effects of punitive policies and those of more positive approaches that provide accountability in political debate by promoting access to accurate information and corrective speech. In contrast to the effects described for most recent regulations relating to misinformation, the report identifies ways in which legal and regulatory frameworks can be used to promote a healthier information environment.

Disinformation is not a product of the digital age. False news has always circulated across society, as demonstrated by the case of the 'Great Moon Hoax' in 1835. However, the circulation of false and inaccurate content on the Internet, and particularly on social media, has amplified, as is usually the case in cyberspace, the phenomenon. Indeed, growing concern about potential risks for democratic discourse and processes has emerged in recent years. For example, recent conflicts, particularly in Ukraine, have underlined how disinformation is far beyond only a concern for individual freedoms or national borders. -- Disinformation is primarily connected with the right to freedom of speech, thus raising questions about the tolerance of false content in a democratic society, and consequently what degree of limits on freedom of speech can be constitutionally justified. Primarily, the question is not whether regulating disinformation influences freedom of speech but the reasons for considering its regulation as a challenge for freedom of speech. Therefore, it should be considered that the response to disinformation entails dealing with the degree of protection given to free speech. This is a multifaceted question since each legal system adopts different paradigms of protection even where they share a common liberal matrix. In other words, it is a matter of understanding the limits of freedom of speech and the balancing of this right with legitimate interests or the safeguarding of other constitutional rights. -- Moreover, the digital environment has underlined how the marketplace of ideas is not free, but is shaped by public and private influences. The concept of disinformation is not only influenced by public actors, but also by other actors governing online speech. One inevitable element of the discussion is the key role of private parties, particularly online platforms, within the current news and information ecosystem. The two following questions will be front and center: What are the primary challenges to Internet regulation in general and fake news in particular? What are possible paths to resolutions to those challenges? In order to analyze those questions, this paper will first address the consumption of news online and the role social media in particular. In a second step, the subject of "fake news" will be introduced. It will also take a look at the theoretical background and problems when it comes to regulations of online content. Then, those problems and possible solutions will be discussed in connection to the chosen example of fake news. Lastly, the results will be summarized and a conclusion will be drawn. Overall, it should be noted that the challenges described in this paper relate exclusively to political news and cannot be generalized across all subcategories of news. The discussion will focus primarily on the United States. This can mainly be justified due to their political and economic dominance on the world stage. Furthermore, major Internet companies, for instance Facebook, Twitter and Google, are all based in the United States. Finally, the recent presidential election has provoked an international debate and offers a great basis for further analysis. Events during the past decade have demonstrated that social media, such as Facebook, Twitter, and YouTube, are changing the way individuals consume and share news. News stories can be distributed across borders and discussed by people around the world within minutes. One example includes news of the protests in the Middle East that spread through the social media networks Twitter and Facebook. Situations like this demonstrated how posted stories, photos and videos could immediately attract world-wide attention and how social media platforms can support news production and diffusion. Indeed, the spread of news on social media has become a phenomenon of increasing social, economic and political magnitude. Recently though, the proliferation of fake news on social media has been subject of an intensive international discussion.

Today, like no other time in our history, the threat of misinformation and disinformation is at an all-time high. This is also true in the field of Education. Misinformation refers to false information shared by a source who intends to inform, but is unaware that the information is false, such as when an educator who recommends the use of a learning strategy that is not actually beneficial. Disinformation is false information shared by a source who has the intent to deceive and is aware that the information is false, such as when a politician claim that high-stakes testing will fix K-12 education when in fact there is no evidence to support this practice. This book provides recent examples of how misinformation and disinformation manifest in the field of education and remedies. Section One, Susceptibility to Misinformation, focuses on factors that influence the endorsement and persistence of misinformation. This section will include chapters on: the appeal and persistence of “zombie concepts” in education; learner and message factors that underlie the adoption of misinformation in the context of the newly proposed Likelihood of Adoption Model; cognitive and motivational factors that contribute to misinformation revision failure; cognitive biases and bias transfer in criminal justice training; the influence of conspiratorial and political ideation on the use of misinformation; and, how educational culture and policy has historically given rise to quackery in education. Section Two, Practices in the Service of Reducing Misinformation in Education, focuses on practices aimed at reducing the impact of misinformation, and includes chapters on: misinformation in the education of children with ASD and its influence on educational and intervention practices; the promise of using dynamical systems and computational linguistics to model the spread of misinformation; systematic attempts to reduce misinformation in psychology and education both in and out of the classroom; and the potential perils of constructivism in the classroom, as well as the teaching of critical thinking.
