That is, the early childhood context should be supportive and effective for family involvement in the early childhood education to enable children acquire appropriate social and cognitive skills. It should be noted that management of early childhood education is a critical issue as it involves golden age of intellectual curiosity and development of the children. Family is the major component for children growth and development in all aspects it interacts with children throughout their life. The research studies link effective family involvement in early childhood education with good children's outcomes. During my second internship semester, I was able to familiarise myself with the work of Sozialpädagogische Familienhilfe (SPFH). SPFH is a very varied and interesting field of work and, in my opinion, has a very good starting point for socio-pedagogical work in educational support because it involves the whole family - parents and children alike. SPFH works with families who usually have to deal with several difficulties and problems at the same time - in the language of resilience research, these are families with multiple risk burdens. Children from such families must have a high level of resilience in order to be able to develop normally despite the adverse circumstances. The SPFH in Germany had its beginning in the 60s in Berlin. Out of an emergency situation – at that time all homes were overcrowded – the then Berlin home manager of all state children's homes – Martin Bonhoeffer – had the idea of having five children who needed temporary care, instead of in the home, cared for by an unemployed friend in the children's apartment. At that time, however, this was not approved by the responsible district office. In 1969, Bonhoeffer's idea was followed by a group of educators, social workers, sociologists and pedagogues who founded the association "Berliner Gesellschaft für Heimerziehung e.V." and whose aim was to develop new educational concepts and strategies. Bonhoeffer's group developed his idea of an alternative to external accommodation and so, for the first time, five children whose mother had to go to the hospital could be cared for at home instead of in the home. Due to this successful first mission, further deployments of the family assistance offer could be carried out. The beginnings of the SPFH therefore lie in family care, in order to continue to ensure the care of the children and the housekeeping in the absence of the mother or the main care person. Currently, families are being subjected to increasing public attention. Interest is focussing on their potential strengths and weaknesses in determining how well children do at school. Alongside such human-development oriented expectations, families are also becoming a focus of attention as a resource for human capital in times of economic crises and criticism of the welfare state. In many European countries, parents and children are at the forefront of the welfare state and socio-educational activities in current programs and policies. The current transformation processes in the welfare state are making the relationship between families and the state more dynamic in general, and they are structuring the discourses on the childrearing, education, and child care services in the fields of both public and private responsibility. The introduction of all-day schooling in Germany also has to be viewed in this context. This is gradually changing the traditional half-day structure of German schools and shifting the borders of public and private responsibility on the levels of education, child care, and childrearing institutions. The attention given to parental childrearing and educational responsibility within the context of current national and international debates clearly underlines the fact that issues in private life are increasingly entering the public discourse and becoming subject to attempts at socio-political control. This raises the assumption of an increasing politicization of parenthood in the (post) welfare state that is focusing more and more attention on the structural conditions of gainful employment and child care as well as on the current relations between the genders. This context particularly emphasizes the time and care regimes that decisively determine the practices in daily family life and the utilization of all-day education settings.

It is not possible to talk about the family anymore or give an explicit universal definition, as various family forms exist in our modern society nowadays. A common term used to describe this state is “Plurality of Family forms”, meaning that family not only consists of married couples with children but also relatives, non-marital partnerships with or without children including same sex couples, marriages without children, lone parents and many more. The Family can be understood as a dynamic social system.1 In order to draw a clear picture of how Social Work in child and family services works today and what it is influenced by, it is necessary to start from the very beginning. The first part shortly reflects on what is meant by the terms “family” and family policy. The following two sections shall provide an insight into the German as well as the Irish history of politics and policy making for this target group. We learn about the differences of the two systems especially in relation to policy influences on child and family service provision in connection with Social Work. The essay concludes with a comparison of the two state’s policies. This work’s main focus lies in contemporary policy influences on Social Work within child and family services. It can only provide a superficial overview of definitions and historical changes. However, they need to be mentioned as they embody the basis of today’s developments.
