This report presents the implementation activities and results of the Food and Agriculture Organization of the United Nations (FAO) Project FMM/RAS/298/MUL: Strengthening capacities, policies, and national action plans on prudent and responsible use of antimicrobials in fisheries. The objectives of this project were to develop and/or enhance the knowledge, skills and capacity of the participating Competent Authorities on fisheries and aquaculture, as well as to assist them in the development and implementation of policies and national action plans (NAPs) on the prudent and responsible use of antimicrobials. The project enhanced the capacities of national Competent Authority (technical specialists, inspection and laboratory staff) to enable productive engagement with other lead agencies (e.g. the World Health Organization [WHO], national agriculture, food safety and animal health authorities), particularly with respect to their aquaculture and fish food safety component contributions to the NAP and the integration of the aquatic sector within the One Health framework. The report also briefly summarizes the recent actions and activities taken by FAO related to AMR in aquaculture since the completion of this project, including awareness raising targeting policymakers and aquaculture stakeholders, relevant publications, candidate reference centers and other ongoing projects to date.

This document is intended primarily as didactic material for use in training courses in aquaculture project formulation. It can also be read as a text in its own right by government administrators and planners, particularly in developing countries, and by commercial investors in aquaculture. The first part of the document contains a broad introduction to project formulation, describing the integration of aquaculture projects within development plans, the organization and management of project formulation projects, and the stages of the project cycle. It is not only important for projects to be satisfactorily integrated into the economy of the sub-sector, but also that those responsible for project formulation should be aware of the practical problems which may arise in project implementation. Preject formulation and implementation, therefore, are described briefly here as a single entity, consisting of twelve phases, and the more frequently occurring problems encountered in project implementation are described. Illustrations of three actua aquaculture projects are given to show the diversity which may be encountered by planners. The second part of the document is concerned only with the six phases of project formulation, encompassing project identification, preparation, and appraisal. The sequence of activities carried out within each phase are described within 17 steps, each including further activities or tasks. Drawing on the characteristics of these illustrative models particular attention is given to differences of approach between the public and private sectors.

This report presents the results of an FAO Expert Working Group Meeting “Scoping exercise to increase the understanding of risks of antimicrobial resistance (AMR) in aquaculture”. The meeting was attended by 14 experts from nine countries, representing intergovernmental organizations, academia, research institutions and the private sector. A risk profiling exercise was conducted on two bacterial pathogen groups (Streptococcus spp. and Vibrio parahaemolyticus) selected based on their importance to fish health and public health. Both bacterial agents affect tilapia, the second largest species group produced in aquaculture globally, which contributes significantly to global food and nutrition security. The risk profiling exercise for the two bacterial pathogens revealed that in both cases, the AMR risks posed by these pathogens were likely to be low and thus conducting a full risk assessment was not recommended. The risk profiling outlined in Codex Alimentarius was used as guidance, but it was recommended to review and adapt it as appropriate for aquatic AMR risk assessment. The Expert Group agreed to develop a project proposal to contribute to a multisectoral project "Towards reducing aquaculture-based AMR through a cross-sectoral approach". The project concept note will include investigation on two bacterial agents important to both animal and human health, namely: Streptococcus spp. and mesophilic aeromonads.

This document contains the papers presented at the Consultation on Aquaculture for Sustainable Rural Development which was organized jointly by FAO and NACA and held in Chiang Rai, Thailand, from March 29-31,1999 in order to develop the detailed structure of a regional program on aquaculture for sustainable rural development and to propose a strategy for its implementation. The consultation took an overview of the relevant information emerging from the presentations of country reports; lessons learned by specific projects; experiences of regional and international organizations and donor agencies; and findings of expert reviews. More sharply focused examination of critical issues and discussions on specific components of the draft program concept were followed through parallel working group discussions. The outputs of the working groups were further discussed during the concluding plenary. This report documents the accomplishments of the FAO Project TCP/MIC/3603/C2 – “National Aquatic Animal Health and Biosecurity Strategy” that was implemented in 2019 for the Federated States of Micronesia (FSM). These include the following: (i) Round-table discussions on aquaculture development, biosecurity legislation, aquatic animal health and aquaculture biosecurity (21–22 May 2019); (ii) Technical Seminar on Basic Aquatic Animal Health and Aquaculture Biosecurity (23 May 2019); (iii) National Consultation on Aquaculture Development, Biosecurity Legislation, Aquatic Animal Health (24 May 2019); and (iv) Introductory training course on risk analysis within the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB) (27–28 May 2019). The various activities undertaken during the field mission provided the basis for drafting the National Strategy on Aquatic Animal Health (NSAAH) and the National Aquatic Pathogen List (NAPL) for FSM. There is a need to conduct another round of national consultations in order to generate feedback prior to finalizing the documents and approval. The next step will be to incorporate them into the government’s policy documents and work with partners for joint resource mobilization to support implementation. The report also contains a list of recommendations that the Government of FSM should consider to improve capacities in aquatic animal health and aquaculture biosecurity.

This document was prepared within the framework of the FAO’s Strategic Objective 1 (SO1): Help eliminate hunger, food insecurity and malnutrition. This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.
