Gender disparities continue to exist in women's control, inheritance, and ownership of land in spite of legislation directing improvements in women's land access. Women are often excluded from traditional patrilineal inheritance systems, often lack the legal know-how or enforcement mechanisms to ensure their property rights are maintained, and often lack initial capital or asset bases to purchase land through market mechanisms. Community-based legal aid programs have been promoted as one way to expand access to justice for marginalized populations, through provision of free legal aid and education. Despite promising programmatic experiences, few rigorous evaluations have studied their impacts in developing countries. We evaluate the effect of a one-year community-based legal aid program in the Kagera Region of northwestern Tanzania using a randomized controlled trial design with specific attention to gender. We measure impacts of access to legal aid on a range of land-related knowledge, attitude, and practice outcomes using individual questionnaires administered to male and female household members separately. Effects were limited in the short term to settings with minimal transaction costs to the paralegal. Treatment women in smaller villages attend legal seminars and are more knowledgeable and positive regarding their legal access to land. Cost-effectiveness analysis shows that the costs of bringing about these changes are moderate. The difference between the impact of the intervention on men and on women is narrowed when taking into account the gender-differentiated paralegal effort, and thus costs, allocated to women and men.

Throughout the developing world, women, working together with men, play the dual roles of agricultural producers and household caregivers and are the key to securing household food security and nutrition. At the same time, the division of rights, resources, and responsibilities between men and women often results in higher vulnerability of women and girls to undernutrition, micronutrient malnutrition, poor health, and a general lack of time to accomplish their daily tasks. As the global community mobilizes in support of Sustainable Development Goal (SDG) 5 on gender equality and women’s rights, at least 11 of the 17 SDGs include indicators related to gender dynamics-the social relations between men and women. SDG2, ending world hunger, explicitly mentions addressing the constraints for women who are small-scale food producers and the nutritional needs of women and adolescent girls. To monitor progress toward these goals, significant global commitments have been made to close the gender data gap. Closing this data gap means paying close attention to gender dynamics in all of IFPRI’s strategic research areas.

Programs that seek to increase women’s participation in marketing activities related to the principal household economic activity must involve men if they are to be successful. In this paper we analyze take-up of a project that sought to increase women’s involvement in sugarcane marketing and sales by encouraging the registration of a sugarcane block contract in the wife’s name. We find that men who are more educated and live in households with higher wealth and expenditures are more likely to agree to the registration. Households with more cane blocks and in which the wife is already more involved in cane activities are also more likely to participate. Overall, take-up is high at 70%, and remains high even in those groups that are less likely to take-up. Additionally, we find that blocks transferred to women are not of lower quality or value than those kept by men, though they are smaller and closer to the home. These results suggest that simple encouragement can be an effective tool to nudge men to include their wives in household commercial activities.

The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme aims to provide income support to farmers to facilitate timely access to inputs by easing their liquidity needs. This study, based on 1,406 farmers of Uttar Pradesh and using a binary choice model, examines the scheme’s targeting accuracy and the correlates of farmers’ spending patterns. Triple difference with matching estimators are used to identify the differential impact of PM-KISAN on Krishi Vigyan Kendras (farm science centers, or KVKs) beneficiaries. Results show that PM-KISAN reached to one-third of all the farmers in the first three months of its implementation. Moreover, the study finds no selection bias based on social, economic and agricultural characteristics. The scheme has significantly helped those who are relatively more dependent on agriculture and have poor access to credit. Moreover, scheme has significantly stimulated the KVK ’s impact on the adoption of modern cultivars.

Unlike physical losses, deterioration of food safety can be difficult to observe. In low- and middle- income countries, much of the food supply is never tested for safety hazards. We analyze data from 1500 maize samples and associated consumer surveys collected from clients of small-scale hammer mills in rural Kenya. We find that while visible damage to maize is penalized by lower prices, there is no correlation between price and aflatoxin, a carcinogenic fungal contaminant, implying an absence of market incentives to manage this aspect of food loss. Aflatoxin contamination is, however, correlated with consumer perceptions of quality, especially for self-produced maize, suggesting an information asymmetry that could lead to inefficiencies in this market.

COVID-19 continues to plague global food security not only directly through health effects but also indirectly through responses that restrict key economic functions of the agri-food sector. De-spite the growing literature on the effects of COVID-19 on the agri-food sector, evidence on cer-tain players like mechanization service providers (MSP) and mechanization equipment retailers (MER) remain scarce. This study provides insights into the effects of COVID-19 restrictions on MSP and MER in Myanmar, where the majority of MSP and MER are relatively new and poten-tially vulnerable to these economic shocks, using an unbalanced panel data from five rounds of phone surveys. We find that direct responses to COVID-19 involving movement restrictions, as well as disruptions in the market that led to increased cost and reduced availability of machinery and equipment, and growing financial challenges, had significantly negative effects on revenue prospects, service delivery, sales of machines and equipment by MSE and MER. Our analyses based on rare multi-round surveys during a single production season also reveal important dy-namics in MSP’s decision-making; negative revenue prospects at particular period can further hurt revenue prospects in subsequent periods, which is consistent with the hypotheses that agents like MSP who had incurred significant sunk-cost in machines can engage in more desperate and thus potentially suboptimal business practice to recover the sunk-cost. This may result in a vi-cious cycle of declining revenues in the future in the face of shocks like COVID-19. Overall, evi-dence suggests that, policies to minimize movement restrictions, various financial support, and mitigate any pessimism at the beginning of production season are all important to make sure MSP and MER continue to function effectively during the COVID-19 pandemic that persists in 2021.
