The Republic of Kiribati is a vast South Pacific island group with one of the largest exclusive economic zones (EEZs) in the world. Kiribati waters support a wealth of marine fisheries activities. These activities occur in oceanic, coastal and inshore environments and range from large, foreign, industrial-scale oceanic fishing operations to small-scale, domestic, inshore subsistence fisheries, aquaculture and recreational fisheries. Kiribati has developed a framework of domestic and international governance arrangements that are designed to sustainably manage its wealth of marine resources. The report provides background information for fisheries projects in Kiribati that aim to build food security, improve artisanal livelihoods and strengthen community engagement in fisheries governance. It provides information on the current status of Kiribati fishery resources (oceanic and coastal), their current governance and future challenges. Fish and fisher alike pay little heed to maritime boundaries and bureaucratic distinctions. This report covers both sides of the oceanic/coastal boundary because of the I-Kiribati communities’ interest in oceanic fisheries such as tuna and their heavy dependence on its fisheries resources for food security and economic development. The report focuses on two potential pilot sites for community-based fisheries management projects: North Tarawa and Butaritari.

The seemingly inexhaustible oceans have proved to be finite after all. Landings of wild fish have leveled off since the mid-1980s, and many stocks of fish are fished so heavily that their future is threatened. And yet the world’s appetite for fish has continued to increase, particularly as urban populations and incomes grow in developing countries. Aquaculture—fish farming—has arrived to meet this increased demand. Production of fish from aquaculture has exploded in the past 20 years and continues to expand around the world. But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a global model of supply and demand for food and feed commodities, this report projects the likely changes in the fisheries sector over the next two decades given present trends. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. Alternative scenarios using different assumptions are also investigated. The model shows that developing countries will consume and produce a much greater share of the world’s fish in the future, and trade in fish commodities will also increase. As aquaculture expands, especially in developing countries, environmental concerns such as effluent pollution, escaped farmed fish, land conversion, and pressure on stocks from fishmeal demand will only increase with time unless technologies and policies promote sustainable intensification. And small, poor producers are at risk of being excluded from rapidly growing export markets unless ways can be found to facilitate affordable certification of food safety and environmentally sound production.

This publication presents the outcome of a meeting between the FAO/UNEP ABNJ Deep-seas and Biodiversity project and the Deep Ocean Stewardship Initiative. It focuses on the impacts of climatic changes on demersal fisheries, and the interactions of these fisheries with other species and vulnerable marine ecosystems. Regional fisheries management organizations rely on scientific information to develop advice to managers. In recent decades, climate change has been a focus largely as a unidirectional forcing over decadal timescales. However, changes can occur abruptly when critical thresholds are crossed. Moreover, distribution changes are expected as populations shift from existing to new areas. Hence, there is a need for new monitoring programmes to help scientists understand how these changes affect productivity and biodiversity. The principal cause of climate change is rising greenhouse gases and other compounds in the atmosphere that trap heat causing global warming, leading to deoxygenation and acidification in the oceans. Three-dimensional fully coupled earth system models are used to predict the extent of these changes in the deep oceans at 200–2500 m depth. Trends in changes are identified in many variables, including temperature, pH, oxygen and supply of particulate organic carbon (POC). Regional differences are identified, indicating the complexity of the predictions. The response of various fish and invertebrate species to these changes in the physical environment are analysed using hazard and suitability modelling. Predictions are made to changes in distributions of commercial species, though in practice the processes governing population abundance are poorly understood in the deep-sea environment, and predicted distributional changes are not always as expected and may be manifested as simple disappearance of species or ecosystems. The publication underscores the fact adaptive monitoring and management mechanisms must be in place to ensure that fisheries are sustainable and the environment remains healthy and productive. Suggestions are provided as to the actions necessary.
