This review describes a range of physical and socio-economic scientific methods and field activities that will be implemented in a proposed research project to develop a better understanding of the extent and patterns of flooding and the potential of flood-recession agriculture. These activities will allow the hydrological characteristics of the river to be matched to crop-livestock systems of flood recession agriculture that are well suited to the study communities and their organizational and institutional frameworks in order to support sustainable growth of such systems. This detailed study will provide recommendations on the technical, economic, institutional and policy measures needed to achieve sustainable intensification of flood recession agriculture in northern Ghana, while complementing efforts undertaken to promote other types of water management systems. Options for out-scaling of flood recession agriculture beyond the study area to other suitable areas will also be explored. The expectation is that the proposed project will improve food security by enhancing knowledge on effective flood recession practices, enhance rural incomes through expanded dry-season farming with new opportunities for rural employment, and improve adaptation to climate change by building more resilient farming communities. To achieve these expected outcomes, proactive policies that clearly identify flood recession agriculture as an alternative farming practice and provide institutional mandates to irrigation support services to promote it through training, demonstration, and outreach programs will be equally valuable.

Land provides the basis for food production and is an indispensable input for economic livelihoods in rural areas. Landownership is strongly associated with social and economic power, not only across communities and households, but also within households. The link between landownership and women’s empowerment has been relatively well documented in general, but not specifically in relation to agriculture. This paper aims to fill this gap by analyzing how ownership of land is associated with agency and achievements in agriculture among female and male farmers in northern Ghana, a region transitioning from customary land tenure without individual ownership rights towards a more individualized and market-based tenure system. We use a recursive bivariate probit model and focus on eight different indicators in four distinct domains: decisions on agricultural cultivation, decisions on farm income, agricultural association membership, and time allocation. Our empirical estimates indicate that landownership is positively correlated with men’s and women’s agency in agriculture, namely in decisions on agricultural cultivation and membership in agricultural association. Yet, we also find that the gender gaps in participation in cultivation decisions, the use of agricultural earnings, and in agricultural workload continue to persist among those who own land. While the results underscore the importance of land as a resource that can enhance women’s agency, they also point out that policies aiming to solely advance land rights may not be sufficient to eradicate or even reduce gender inequality in agriculture.

Based on extensive original fieldwork, this book examines the complex and diverse livelihoods of Zimbabwe’s Tonga people as they have developed over time, including in the wake of the country’s post- 2000 political and economic crises. Despite being endowed with natural resources, the northwest region of Zimbabwe inhabited by the Tonga people is one of the most marginalised and underdeveloped parts of the country, neglected by both colonial and postcolonial governments. The Tonga- speaking people are a minority ethnic group that settled on either side of the Zambezi River around 1100 AD and remain deeply dependent on the river for their socio- economic livelihoods. This book reflects on the challenges faced by the Tonga people, from poor infrastructure, health and education facilities, to the issues caused by soil infertility and extremely low rainfall, which have been exacerbated by climate change. Many Tonga people were displaced by the construction of the Kariba Dam in the 1950s, and their access to the region’s natural resources has been restricted by successive governments. Showcasing the research of Zimbabwean scholars in particular, this book not only reflects on the vulnerabilities faced by the Tonga, but it also looks beyond these, to the livelihood practices that are thriving despite these challenges, and the ways in which livelihoods intertwine with Tonga culture and society more broadly. Overall, this book highlights the resilience of the Tonga people in the face of years of politico- economic crisis and will be an important contribution to research on livelihoods, ethnic minorities and rural development in Africa.
