One-third of the annual natural disasters and economic losses, and more than half of the associated victims are flood related. A burgeoning global population and growing wealth, particularly in the last two or three decades, have increased the risk and the demand for flood protection. These features, together with climate change predictions and urban development, are affecting the way flood risk is managed. Financial schemes for flood recovery, if properly designed and implemented, might increase flood resilience. However, options for the increase of flood resilience during the recovery phase are to a large extent overlooked and the diversity of existing schemes shows that there has been a lack of consensus on how to achieve resilient flood recovery. Financial Schemes for Resilient Flood Recovery investigates how the implementation of financial schemes (government relief subsidies, insurance schemes, buy-outs, etc.) might increase flood resilience. The chapters included in this edited volume address the following questions: Shall government relief subsidies exist when there is flood insurance in place, and, if so, how might they both be coordinated? Where (or how) to decide about build back better incentives and where to go for planned relocation programs? What is the distributional equity of financial schemes for flood recovery, and has it been sufficiently treated? The book covers different approaches to flood recovery schemes with specific intervention rationales in different countries. Empirical evidence provided clearly shows the great diversity of financial flood recovery schemes. This diversity of state-funded schemes, private-based insurance schemes, and hybrids as well as planned relocation schemes indicates a lack of a consistent and strategic approach in flood risk management and flood resilience about flood recovery. Human settlements have grown near watercourses since ancient times. Water supply, irrigation, navigation, wastewater conveyance and city defense are some of the uses that were responsible for this choice. Even floods played an important role, favoring the soil fertilization. Man-made actions, however, especially in urban watersheds, significantly modify the natural water cycle, increasing the magnitude of floods and their potential damages. Consequently, flood damages are one of the most important issues to be dealt with in the present days. Several different studies show that floods are one of the most important natural hazards, with several losses, both in terms of lives and money. Particularly in urban areas, the amplification of floods may cause important economic losses and lead to critical social risks to the cities and their population, when inundation reaches the built environment. This situation is becoming more frequent each day. Recent history shows that urbanization is an inevitable trend and, today, the most part of the world population lives in cities. It is difficult, however, to adequately manage urban flood problems, because flood risk and flood costs are not easy to quantify. Traditionally, flood risk and flood cost assessments face difficulties due to the subjective nature of these evaluations and to the inexistence of standardized methodologies.This book tries to show different techniques and approaches to help in treating flood problems. Chapters 1 and 2 show simplified mathematical modeling of floods and results of multifunctional landscape flood control measures in the city of Rio de Janeiro. The remaining book chapters present remedial works against debris after floods in Venezuela and Measures for Mitigation of Flood areas in Japan. There are also presented studies related with Flood Risk Assessment and Management in Mediterranean Basins. Presenting the results of an ambitious research activity this book intends to understand why Early Warning Systems (EWSs) fail. However, from the beginning, the objective turned out to be challenging; first, because, so far, there is not a shared understanding of what an EWS is (among both researchers and practitioners communities); second, as a consequence, because it is equally unclear when an EWS can be considered successful or not. Due to this, the research needed first to face some “open questions” instead of going straight to the point under investigation. Specifically, it was first necessary to define EWS, identify its components and functions, peculiarities, and weak points. Only at that point, a first attempt to evaluate EWS performance was possible. Flood Early Warning Systems Performance is organised according to the conceptual steps required by the research. In part I the “open questions” about the definition and the role of EWSs are handled, the aim being the identification of how to evaluate their effectiveness/performance. Part II focuses on the real aim of the research, providing concepts and tools to assess EWS performance; suggested tools are also implemented in a case study to describe how they can be applied in practice.
