This book offers a genealogical critique of how food scarcity was governed in colonial Kenya. With an approach informed by the ‘analysis of government’, the study accounts for the emergence and persistence of dominant approaches to promoting food security in Kenya and elsewhere in Africa – policies and practices that prioritize increased agricultural production as the principal means of achieving food security. Drawing on a range of archival sources, the book investigates how those tasked with governing colonial Kenya confronted food as a particular kind of problem. It emphasizes the ways in which that problem shifted in conjunction with the emergence and consolidation of the colonial state and economic relations in the territory. The book applies a novel conceptual approach to the historical study of African food systems and famine, and provides the first longitudinal and in-depth analysis of the dynamics of food scarcity and its government in Kenya.

WIDER The World Institute for Development Economics Research, established in 1984, started work in Helsinki in 1985, with the financial support of the Government of Finland. The principal purpose of the Institute is to help identify and meet the need for policy-oriented socio-economic research on pressing global and development problems and their inter-relationships. WIDER's research projects are grouped into three main themes: hunger and poverty; money, finance, and trade; and development and technological transformation. Volume II deals with famine prevention, paying particular attention to sub-Saharan Africa. What were the origins of British ideas on rural poverty, and how did they shape development practice in Malawi? How did the international development narrative influence the poverty discourse in postcolonial Malawi from the 1960s onwards? In The State and the Legacies of British Colonial Development in Malawi: Confronting Poverty, 1939–1983, Gift Wasambo Kayira addresses these questions. Although by no means rehabilitating colonialism, the book argues that the intentions of officials and agencies charged with delivering economic development programs were never as ill-informed or wicked as some theorists have contended. Raising rural populations from poverty was on the agenda before and after independence. How to reconcile the pressing demand of stabilizing the country’s economy and alleviating rural poverty within the context of limited resources proved an impossible task to achieve. Also difficult was how to reconcile the interests of outside experts influenced by international geopolitics and theories of economic development and those of local personnel and politicians. As a result, development efforts always fell short of their goals. Through a meticulous search of the archive on rural and industrial development projects, Kayira presents a development history that displays the shortfalls of existing works on development inadequately grounded in historical study.
