This volume covers the Middle-Eastern and North African regions who are increasingly dependent on imports from abroad for covering their domestic food needs. Results of this study show that this import dependence is likely to increase further by 2050. Some sub-regions hardly reach sustainable levels; the Maghreb, Near and Middle-East could import 60 to 70% of their food needs. These results are indicative whatever the considered scenario, but especially if climate change impacts become more severe.

The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

The economies in the Middle East and North Africa (MENA) region are diverse in many ways, making it difficult to develop a common social protection strategy. Countries differ in size and per capita income. There are differences between urban/rural populations, agricultural/non-farm employment, and the structure of output between oil/non-oil economies. However, the countries of the MENA region share key socioeconomic characteristics and their social protection systems also confront similar design and implementation problems. This report provides a framework for an integrated approach to social protection. It also proposes general recommendations to guide the reform of social protection systems in the MENA region. The report is organized into four chapters which cover highlighting social risks and policy challenges; evaluating formal and informal social protection systems in the MENA region; strategic directions for enhancing these social protection systems; and the World Bank's contribution to social protection in the MENA region. The aim of this report is to contribute to a better-informed and more focused debate on social protection at the national, regional, and international levels.

This report examines data available prior to the Covid-19 pandemic that affected the region and the world in 2020. By 2019, the Arab Region was already off track to achieve hunger and nutrition-related SDG targets by 2030. In fact, after good progress during past decades, since 2015-17 the number of undernourished people in the region has been increasing steadily. In 2019, the number of hungry people stood at 51.4 million, or 12.2 percent of the region’s population. If such trends continue, even ignoring the potential impact of Covid-19, the number of undernourished in the region will exceed 75 million people by 2030.

Agricultural trade liberalization has been resisted by many developing-country policymakers, including those in the Middle East and North Africa, for fear it could hurt domestic farmers and exacerbate poverty. The authors of Trade Liberalization and Poverty in the Middle East and North Africa argue, however, that this concern about liberalization might be misplaced. Drawing on case studies from Egypt, Morocco, Syria, and Tunisia, the study uses household survey data and computable general equilibrium models to simulate the effects of various liberalization scenarios on different types of households in these countries, especially poor households. The results indicate that agricultural trade barriers are not an effective means of protecting the poor and that the benefits from many forms of agricultural trade liberalization to the region's consumers outweigh the costs to producers. If complemented with other domestic programs-including agricultural research and extension, information services, disease control, and social safety nets-the reforms have the potential to reduce poverty in these nations. The study findings are a valuable resource for policymakers and development specialists evaluating the role trade liberalization can play in economic development and poverty reduction.

Agricultural workers are exposed to many risks during their life cycle and are particularly vulnerable to covariate risks, such as droughts, armed conflict and pandemics. Despite the great potential of social protection policies to protect this segment of the population, agricultural workers are commonly excluded from social protection systems—especially from contributory schemes—due to legal, programme design, financial, administrative, institutional, participation, and information barriers. This paper analyses the availability of social insurance schemes for agricultural workers in the Near East and North Africa (NENA) region, including many types of insurance: old age, disability and survivors’, sickness and maternity, work injury, and unemployment, as well as family and child allowances. In addition, we analyse agricultural insurance schemes, as they play a critical role in protecting agricultural producers from the catastrophic impact of covariate risks. We examine the barriers for agricultural workers to participate in contributory schemes, highlighting good practices being adopted in NENA countries to address them. This paper thus aims to help fill a gap in the literature regarding the role of contributory schemes for agricultural workers. Most importantly, it aims to highlight paths towards more comprehensive social protection systems, capable of addressing the pressing challenges in NENA countries, such as inequities between rural and urban populations, lack of rural development, and insufficient protection for rural families.
