In this new work, Howard Frank introduces time-tested forecasting techniques from the private sector and military in a local forecasting environment. In a lucid, user-friendly treatment, Frank shows how simple and complex methods can be put to use in the contemporary local government setting. This paper describes a new approach to examining public budgeting problems called the demographic budget. The demographic budget is a model that uses the size and characteristics of the population to forecast long-range government purchases of goods and services. Underlying this method is the assumption that the size of the population that has traditionally consumed a government service will drive the purchases for that service. Currently, economic models are widely used to forecast long-range government spending, using monetary variables to simulate the complex inter-relationships of the economy. The demographic model uses the size of an age group and the rate at which that age group consumes a government service to explain and then predict purchases for that service. Since the demographic model is easier to understand than an economic model, forecasts from it are more likely to be used by policymakers, and they may also be more accurate than forecasts from economic models.

The Forecast Evaluation Report (FER) assesses the accuracy of the OBR's June Budget 2010 forecast against outturn for calendar year 2010 and fiscal year 2010-11. It allows the OBR to learn where source data, methodology and its forecasting could be improved. The latest outturn data show that public sector net borrowing is now estimated at £137 billion in 2010-11. This was £12 billion lower than the OBR forecast in June 2010. The FER shows that tax receipts were higher than forecast and government expenditure lower than forecast. There was, however, an overestimate of local authority spending. Locally financed non-investment spending is currently estimated at £22.6 billion for the year, £4.4 billion lower than forecast in June 2010. Rather than drawing down their reserves to cushion spending from the impact of financial pressures, local authorities appear to have added to them - perhaps in readiness for an even tighter squeeze ahead. More timely and accurate information on local authority behaviour would make it easier to keep track of the state of the public finances, and quarterly in-year estimates of local authority current spending, which recently became available for the first time from the Department of Communities and Local Government (DCLG), will assist in this area. The FER sets out a number of other areas in which the OBR hopes to be able to improve its forecasting methods. These include recent improvements in balance sheet analysis, access to a new model for forecasting debt interest, and a review of HM Revenue and Customs' forecasting models for stamp duty land tax, alcohol duties and business rates.
