This Handbook is a comprehensive anthology of up-to-date chapters contributed by current researchers in budget forecasting. Editors Daniel Williams and Thad Calabrese had previously found substantial deficiencies in public budgeting forecast literature with current research failing to address such matters as practices related to forecasting expenditure factors, the consequences of forecast bias, or empirical examination of the effectiveness of many deterministic methods actually used by many governments. This volume comprehensively addresses the state of knowledge about budget forecasting for practitioners, academics, and students and serves as a comprehensive resource for instruction alongside serving as a reference book for those engaged in budget forecasting practice.

Revenue and expenditure forecasting plays an important role in public budgeting and financial management, particularly during times of financial constraint, when citizens impose greater accountability upon government to use taxpayer dollars more efficiently. Despite its significance, revenue and expenditure forecasting is often overlooked in the budget process, and there is an imbalance between practice and research in this area. Based on the collaboration of budget scholars and practitioners, Government Budget Forecasting fulfills two purposes: Enhances the understanding of revenue and expenditure estimation both theoretically and practically Stimulates dialogue and debate among practitioners and academicians to identify good forecast practices as well as areas for improvement Divided into four parts, this comprehensive reference first examines forecast practices at the federal, state, and local levels, drawing on case studies that include California, Texas, and Louisiana. It then explores consensus systems and risk assessment, considering political factors and the costs of forecast errors. The text concludes with a call to transparency and guidance from a code of ethics, and a look at forecasting practices in emerging countries.

Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.

Budgetary Forecasting In Local Government written by Howard A. Frank and has been published by Praeger this book supported file pdf, txt, epub, kindle and other format this book has been release on 1993-11-23 with Business & Economics categories.

Local governments are hard-pressed to balance their budgets in the 1990s. Part of any budget-balancing effort is accurate forecasting. In this new work, Howard Frank introduces time-tested forecasting techniques from the private sector and military in a local forecasting environment. In a lucid, user-friendly treatment, Frank shows how simple and complex methods can be put to use in the contemporary local government setting. Through examples--many of them from his own research--the author delineates the strengths and weaknesses of quantitative and non-quantitative forecasting methods. Frank also shows how these techniques can be used to monitor changes in public programs--an increasingly important part of contemporary budget execution. Frank does not assume an extensive mathematical or statistical background on the part of the reader--indeed, a forecast neophyte will have no difficulty understanding the text. Questions at the end of each chapter focus the reader on the major concepts and provide insights on practical applications within the urban setting. A cornerstone of the work is that local forecasters must be intelligent experimenters with the new tools--there is no canned advice that applies to all cities and forecast situations. But with application of forecasting approaches treated in this unique work, local budgeters--and those in training to become budgeters--will be able to adopt forecasting approaches that have been underutilized in local government.

Demographic Budgeting written by Michael Nicholas Caggiano and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1986 with Expenditures, Public categories.

This paper describes a new approach to examining public budgeting problems called the demographic budget. The demographic budget is a model that uses the size and characteristics of the population to forecast long-range government purchases of goods and services. Underlying this method is the assumption that the size of the population that has traditionally consumed a government service will drive the purchases for that service. Currently, economic models are widely used to forecast long-range government spending, using monetary variables to simulate the complex inter-relationships of the economy. The demographic model uses the size of an age group and the rate at which that age group consumes a government service to explain and then predict purchases for that service. Since the demographic model is easier to understand than an economic model, forecasts from it are more likely to be used by policymakers, and they may also be more accurate than forecasts from economic models.

The Forecast Evaluation Report (FER) assesses the accuracy of the OBR's June Budget 2010 forecast against outturn for calendar year 2010 and fiscal year 2010-11. It allows the OBR to learn where source data, methodology and its forecasting could be improved. The latest outturn data show that public sector net borrowing is now estimated at £137 billion in 2010-11. This was £12 billion lower than the OBR forecast in June 2010. The FER shows that tax receipts were higher than forecast and government expenditure lower than forecast. There was, however, an overestimate of local authority spending. Locally financed non-investment spending is currently estimated at £22.6 billion for the year, £4.4 billion lower than forecast in June 2010. Rather than drawing down their reserves to cushion spending from the impact of financial pressures, local authorities appear to have added to them - perhaps in readiness for an even tighter squeeze ahead. More timely and accurate information on local authority behaviour would make it easier to keep track of the state of the public finances, and quarterly in-year estimates of local authority current spending, which recently became available for the first time from the Department of Communities and Local Government (DCLG), will assist in this area. The FER sets out a number of other areas in which the OBR hopes to be able to improve its forecasting methods. These include recent improvements in balance sheet analysis, access to a new model for forecasting debt interest, and a review of HM Revenue and Customs' forecasting models for stamp duty land tax, alcohol duties and business rates.
