This study examines key factors that may help the Islamic State of Iraq and al-Sham (ISIS) establish a new province, or front, within Southeast Asia. It poses the questions: What conditions have already allowed ISIS's brand of terrorism to spread to the region and how could they enable the terrorist organization to establish a front there? Four factors were examined across Indonesia, the Philippines, and Malaysia. These factors include the presence and strength of ISIS-aligned terrorist groups, the production and location of ISIS-affiliated foreign terrorist fighters (FTFs), the number and severity of ISIS-linked activity, and the overall level of each state's weakness. While no country remains completely insulated from ISIS, the Philippines is by far the most exposed. The country faces several challenges--a unified network of structured pro-ISIS groups, scores of incoming Southeast Asian FTFs, a large number of severe ISIS-linked activities, and a lack of counter-terrorism (CT) capacity. Without making significant changes to the country's CT efforts, the Philippines will likely continue to face the greatest ISIS threat in the region. Rajaratnam School of International Studies (RSIS)), course: Terrorism, Intelligence, and Homeland Security, language: English, abstract: Under the assumption that radicalized RFTF’s had the assignment, skillset, and intention to seek opportunities to recruit and carry out terrorist attacks for the IS and, therefore, would impose a significant threat to national security, there should be a strategy to cope with this problem. This paper wants to analyse the approach to this issue in Germany, especially since they don't seem to have a comprehensive strategy to this day. Between 2011 and 2015, as a result of the violent conflict in Syria/ Iraq, U.S. and German intelligence reports estimated volunteers traveling to the conflict zone up to 36.500 stemming from 100 countries (thereof 960 Muslim men/ women from Germany = DEU). Their aim was to support the Islamic State (IS) and to take part in its war-fighting/ terrorist attack efforts. By 2019, 30% of the German fighters have returned, 103 were sentenced/ detained including “at least 80” with “military training” of whom 34 will be released in 2023. In anticipation of a future inbound flow of these combatants back to their homeland, the U.N. Security Council resolution 2178 called in 2014 all “Member States” to develop/ implement “rehabilitation and reintegration strategies for returning foreign terrorist fighters” (RFTF).

The report addresses the urgent and growing threat of terrorist travel by Americans to Syria and Iraq. Despite the government’s efforts to control this travel, hundreds of Americans have attempted to reach the conflict zones to join the jihadists. Using numerous briefings, interviews, site visits, and document analysis, the Task Force makes thirty-two key findings dealing with government strategy, identification of terrorists, and disruption of foreign fighter travel, including: Key Finding 1: The United States lacks a comprehensive strategy for combating terrorist and foreign fighter travel. Key Finding 14: State and local law enforcement personnel continue to express concern that they are not provided with the appropriate security clearances to assist with counterterrorism challenges. Key Finding 25: “Broken travel” and other evasive tactics are making it harder to track foreign fighters. Key Finding 29: Gaping security weaknesses overseas—especially in Europe—are putting the U.S. homeland in danger by making it easier for aspiring foreign fighters to migrate to terrorist hotspots and for jihadists to return to the West. Introductory remarks by security experts accompany the text and place these findings and recommendations in their proper context, explaining the critical need for effective strategy in combating terrorist travel from the United States.

The term ‘foreign fighters’ describes nationals of one state who – for whatever variety of reasons and motives – travel abroad to take part in a conflict in another state without the promise of financial reward. The majority of attention has so far been focused on the nationals of Western European states who have gone to fight for the so-called Islamic State in Syria. There exist, however, other examples of contemporary European foreign fighters whose travails, motivations and returns have been largely unnoticed and underappreciated. This books attempts to balance this state of affairs by bringing to the fore some lesser known cases of non-terrorist but foreign fighters related to the conflict in Ukraine, and situating them against the backdrop of the larger mobilization for the war in Syria. This book presents edited versions of the 12 papers presented at the NATO Advanced Research Workshop (ARW) ‘Not Only Syria? Foreign Fighters: A Threat to NATO Allies and Their Neighbours’. The workshop was held in Chisinau, Moldova, in May 2016, and brought together researchers and experts in the field to discuss the differences, similarities and parallels between different groups of foreign fighters engaged in the conflicts in Syria and the Ukraine. The papers include contributions from the Netherlands, Belgium, Denmark and Poland among others, and examine cases of foreign fighters from these and other countries.
