Informal work – family care, voluntary work, and undeclared or unregulated work – is a critical form of labor in today’s economy, yet remains underanalyzed and examined. This volume develops a comprehensive conceptual framework of informal work and analyses systematically the relationship of formal and informal work. Using a coherent theoretical and methodological approach, this volume explores informal and formal work in six countries and contributes to our empirical knowledge of informal work and its different interrelations with formal work in various societies. A landmark study in the analysis of work, the book demonstrates how the relationship of formal and informal work is developing, how this can be explained in the specific context of the arrangement of work and welfare, and in which ways informal work possibly contributes to social integration and social cohesion.

While economic growth has been sustained for a number of years in many countries in the Middle East and North Africa (MENA) region, this has not resulted in the creation of an adequate number of jobs and has succeeded, at best, in generating low-quality, informal jobs. While there is a great deal of heterogeneity across countries, informality in MENA is widespread, and some countries in the region are amongst the most informal economies in the world. The book looks at informality through a human development angle and focuses specifically on informal employment. In line with this approach, the working definition for informality adopted in the book is “lack of social security coverage” (usually understood as pensions, or if a pension system does not exist, as health insurance), which captures well the vulnerability associated with informal employment. Informal workers in MENA are generally engaged in low productivity jobs - more so than in comparator countries -, are paid less for otherwise similar work in the formal sector, and self-report low levels of satisfaction at work. Also, informal workers in MENA face important mobility barriers into formal employment and thus lack of social security coverage against health, unemployment, and old-age risks. Formal employment in the MENA region is strongly associated with public sector employment. Opportunities for formal employment in the private sector in the region remain very limited. The book identifies 5 strategic directions to promote long-term inclusive growth and formality, namely: (i) fostering competition; (ii) realigning incentives in the public sector; (iii) moving towards labor regulations that promote labor mobility and provide support to workers in periods of transition; (iv) enhancing the productivity of informal workers through training and skills upgrading; and (v) reforming existing social insurance systems and introduce new instruments for coverage extension. This book is addressed to policy makers, academics, and practitioners who wish to understand the phenomenon of informal employment, and policy options for promoting more inclusive and productive labor market opportunities.

Almost everyone residing in a developed nation knows someone who has engaged in paid work that is licit but not reported to the government (e.g., babysitting, gardening, construction, financial consulting). But while most acknowledge that such work is helpful to the individuals involved, and that informal work may enhance a sense of community, most scholars view it as a pre-modern form of exchange and something that disappears as capitalist markets expand globally. Both mainstream and heterodox economics typically assume that there is an inevitable shift towards the formalization of goods and services provisioning as societies become more "advanced" or "developed" (the "formalization thesis"). In these views, the existence of informal activities is a manifestation of backwardness and it is assumed that they will disappear as an economy becomes more "modern." This book challenges these conventional theses about the linear trajectory of informal work and economic development by arguing that informal work is not trivial for understanding modern capitalist economies, and that both mainstream and heterodox theories about the economy must be altered to address the role of informal work in relatively developed economies. This edited collection focuses on informal work in various developed nations, including Canada, the United States, and several in Europe. It will therefore be of interest to policymakers, as well as students and researchers in development studies, social policy, sociology, anthropology, public health, geography, economics and planning. The concepts of formal and informal remain central to the theory and practice of development more than half a century after they were introduced into the debate. They help structure the way that statistical services collect data on the economies of developing countries, the development of theoretical and empirical analysis, and, most important, the formulation and implementation of policy. This volume brings together a significant new collection of studies on formality and informality in developing countries. The volume is multidisciplinary in nature, with contributions from anthropologists, economists, sociologists, and political scientists. It contains contributions from among the very best analysts in development studies. Between them the chapters argue for moving beyond the formal-informal dichotomy. Useful as it has proven to be, a more nuanced approach is needed in light of conceptual and empirical advances, and in light of the policy failures brought about by a characterization of the 'informal' as 'disorganized'. The wealth of empirical information in these studies, and in the literature more widely, can be used to develop guiding principles for intervention that are based on ground level reality.

Based on studies of a range of countries in the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous informal work and present a comparative perspective across developing countries in Asia, Latin America, Sub-Saharan Africa, and North Africa and the Middle East. Each study provides a nuanced view of informality, dividing workers into six work statuses: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage employees, formal self-employed, and upper-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers across each of these work statuses, and document transition patterns across different formality and work statuses. The panel data analysed in each country study provide a basis for making statements about labour market transitions that are not warranted when using comparable cross-sections. The studies also examine the individual- and household-level characteristics associated with workers in each work status. Using these characteristics, each study constructs a 'job ladder' that ranks each work status, and then examines the characteristics of workers that are associated with transitions up (and down) the job ladder.
