When the Committee published the Scrutiny Reform Report 18 months ago asked the Government to ensure that it responded to the Report within the customary two-month deadline. This did not happen, the Government response was received on the day the House rose for the summer recess, 22 July 2014, eight months after the Report's publication. Moreover, the tone of the Government's response to the key recommendations was overwhelmingly negative and did not sufficiently address our proposals, including those relating to the introduction of a form of national veto and the disapplication of EU law. In this Report the Committee first consider in more detail the background to, possible causes of and the implications of the Government's failure to schedule EU document debates, before turning to some of the other outstanding issues covered in the Scrutiny Reform Report, in particular papers deposit, limitâ documents, and the coverage of EU scrutiny and wider EU issues by the BBC. The Committee also sets out some outstanding scrutiny issues which the successor Committee may wish to consider, in particular scrutiny of the proposed EU-US Transatlantic Trade and Investment Partnership.

The Ministry of Defence is buying more inventory than it uses and not consistently disposing of stock it no longer needs. Between the end of March 2009 and the end of December 2011 the total value of the inventory held by the armed forces and in central depots of non-explosives increased by 13 per cent, from £17.2 billion to £19.5 billion. The Department estimates that for raw material and consumable inventory, such as clothing or ammunition, it has spent £4 billion between April 2009 and March 2011, but did not use £1.5 billion (38 per cent) worth. The NAO estimates that the costs of storing and managing inventory were at least £277 million in 2010-11. Furthermore, over £4.2 billion of non-explosive inventory has not moved at all for at least two years and a further £2.4 billion of non-explosive inventory already held is sufficient to last for five years or more. During 2010 and 2011, the MOD identified inventory worth a total of £1.4 billion that could either be sold or destroyed, but it was unable to information on the value of the stock that had been destroyed. MOD has already introduced improvements but strategies and performance reporting do not yet focus on effective inventory management. There are also few targets for monitoring the efficiency of inventory management. The Department has commissioned a review to establish and sustain more cost effective inventory management and plans to implement its recommendations by March 2013

Each of the areas in the Whole-Place Community Budgets scheme has identified potential benefits from taking a more integrated approach to frontline services, focusing on outcomes like preventing avoidable hospital admissions or reducing reoffending. Greater Manchester, which covers ten local authorities, has estimated net savings of some £270 million over five years, while in West Cheshire savings of £56 million are estimated for the same period. In general, government has only limited information for identifying opportunities for integration or making an assessment of costs and benefits, which is needed to support the case for integration. In some instances where government has identified integration opportunities, benefits have not been achieved because of implementation difficulties. While the centre of government has recognized the importance of integration, it does not have clearly defined responsibilities to support or encourage frontline integration initiatives across government. It is early days for Whole-Place Community Budgets, central government and the four local areas have worked together effectively to assess the case for local service reforms. The true scale of potential benefits will become clear only if projects are implemented and evaluated robustly. Foundations have been laid but continuing collaboration - including sharing of data - between local and central government and delivery partners is essential to maximize the potential of Whole-Place Community Budgets. Accompanying this report, the NAO has released a case study looking at the four Whole-Place Community Budget areas, finding that these areas have taken a positive first step in assessing the case for integration (HC 1040, ISBN 9780102981339)
