In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.

Perception and representation of newcomers and immigrants The topic of migration has become particularly contentious in national and international debates. Media have a discernable impact on overall societal attitudes towards this phenomenon. Polls show time and again that immigration is one of the most important issues occupying people’s minds. This book examines the dynamic interplay between media representations of migrants and refugees on the one hand and the governmental and societal (re)actions to these on the other. This open access book explores how research and policymaking in the field of migrant integration have developed historically and how this interrelationship plays out in the strongly politicised climate of opinions on migration in Europe. It features interdisciplinary theoretical contributions as well as original empirical studies on research-policy dialogues at both the EU and country level. The chapters study not only how the dialogue between research and policy is structured (such as advisory bodies, research agencies, and ad-hoc committees), but also how these dialogues affect policymaking and the development of migrant integration research itself as well. The analysis reveals profound changes in the dialogue structures associated with the research-policy nexus in the domain of migrant integration. On the one hand, dialogue structures have become more ad-hoc, often established in response to distinct political events or to specific problems. On the other, politicisation has not thwarted all efforts to develop more institutionalised dialogue structures between producers and users of knowledge. In addition, research has contributed to policymaking in very different ways in various European countries. This edited volume is unique in this effort to reflect on the impact of research-policy dialogues both on the development of migrant integration policies as well as on migrant integration research. It will be of importance to scholars in this field as well as to policymakers and other stakeholders involved in migrant integration policymaking.

While undocumented immigration is controversial, the general public is largely unfamiliar with the particulars of immigration policy. Given that public opinion on the topic is malleable, to what extent do mass media shape the public debate on immigration? In Framing Immigrants, political scientists Chris Haynes, Jennifer Merolla, and Karthick Ramakrishnan explore how conservative, liberal, and mainstream news outlets frame and discuss undocumented immigrants. Drawing from original voter surveys, they show that how the media frames immigration has significant consequences for public opinion and has implications for the passage of new immigration policies. The authors analyze media coverage of several key immigration policy issues—including mass deportations, comprehensive immigration reform, and measures focused on immigrant children, such as the DREAM Act—to chart how news sources across the ideological spectrum produce specific “frames” for the immigration debate. In the past few years, liberal and mainstream outlets have tended to frame immigrants lacking legal status as “undocumented” (rather than “illegal”) and to approach the topic of legalization through human-interest stories, often mentioning children. Conservative outlets, on the other hand, tend to discuss legalization using impersonal statistics and invoking the rule of law. Yet, regardless of the media’s ideological positions, the authors’ surveys show that “negative” frames more strongly influence public support for different immigration policies than do positive frames. For instance, survey participants who were exposed to language portraying immigrants as law-breakers seeking “amnesty” tended to oppose legalization measures. At the same time, support for legalization was higher when participants were exposed to language referring to immigrants living in the United States for a decade or more. Framing Immigrants shows that despite heated debates on immigration across the political aisle, the general public has yet to form a consistent position on undocumented immigrants. By analyzing how the media influences public opinion, this book provides a valuable resource for immigration advocates, policymakers, and researchers.

This is a study into how the public discourse on migrant integration in the UK changed from 2000-2010. The book shows that the discursive construction of integration in the British public sphere shifted from one of cultural pluralism to one of neo-assimilation, informed by a wider spread of neo-liberalism that necessitates self-sufficiency and discourages state assistance. Situated within the Critical Discourse Studies tradition, the book employs a Discourse Historical approach to the data and includes innovative analysis combining 'top-down' (policy documents and media texts) and 'bottom-up' (focus groups with migrants and new citizens) sites of discourse production. In doing so, it provides a broad and detailed perspective of public discourse on integration in the UK. The book shows that understandings of 'integration' are diachronically and synchronically fluid and as such, the term plays an important role as a 'consensus concept' that different actors can support whilst construing it in different ways. Analysis of the data further reveals that integration is interdiscursively linked to other social fields, such as the economy, terrorism and public spending. The book also argues that integration policy has become directed not just at new migrants, but also long-term British citizens and that this has the potential to have considerable impact on community cohesion.
