This paper reviews public expenditure in Lithuania to identify areas where deeper structural reforms may be warranted to improve spending efficiency and contain future spending pressures. The analysis benchmarks spending in Lithuania against other European countries focusing on spending levels, spending composition, and spending outcomes, and for both economic and functional spending classifications. While recent expenditure consolidation efforts have kept public spending among the lowest in Europe, a transition from broad-based measures to more structural measures will be required: to ensure that low spending levels remain sustainable, to address poor social outcomes such as high inequality and poor health and education outcomes, and to efficiently and equitably contain spending pressures arising from an ageing population.

Although a frequently discussed reform, campaigns to merge a major municipality and county to form a unified government fail to win voter approval eighty per cent of the time. One cause for the low success rate may be that little systematic analysis of consolidated governments has been done. In City–County Consolidation, Suzanne Leland and Kurt Thurmaier compare nine city–county consolidations—incorporating data from 10 years before and after each consolidation—to similar cities and counties that did not consolidate. I am pleased to be here today to discuss the programs and activities funded by the international affairs budget - the 'function 150' account of the federal budget. As you requested, my goal today is to help set the stage for a thoughtful examination of the issues that should be raised in assessing the current programs and activities on the books that support U.S. foreign policy and economic objectives. To date, no one has undertaken such a comprehensive review of 150 account activities. This examination appears to be warranted in light of the dramatically changed world environment and new budget realities and increased demand for accountability for results. GAO'S 1996 symposium involving leading academics and practitioners in the area of international affairs evidenced the broad and significant changes that are taking place in the world in terms of governance, finance, economics, and political-military affairs. I will establish the context for my statement and provide an overview of six categories into which we have placed the international affairs programs. Then I will outline a framework for assessing these activities and their funding. And finally, I will discuss some of the critical issues and questions that should be examined in each of our six categories.

This paper presents a new dataset of fiscal consolidation for 17 OECD economies during 1978-2009. We focus on discretionary changes in taxes and government spending primarily motivated by a desire to reduce the budget deficit and not by a response to prospective economic conditions. To identify the motivation and budgetary impact of the fiscal policy changes, we examine contemporaneous policy documents, including Budgets, Budget Speeches, central bank reports, Convergence and Stability Programs submitted by the authorities to the European Commission, and IMF and OECD reports. The resulting series can be used to estimate the macroeconomic effects of fiscal consolidation.
