After a review of the deficiencies of the usual equations of motion for an oscillating ship, two new representations are given. One makes use of the impulse response function and depends only upon the system being linear. The response is given as a convolution integral over th past history of the exciting force with the impulse response funcion appearing as the kernel. The second representation is based upon a hydrodynamic study, and new forms for the equations of motion are exhibited. The equations resemble the usual equations, with the addition of convolution integrals over the past history of the velocity. However, the coefficients in these new equations are independent of frequency, as are the kernel functions in the convolution integrals. Both representations are quite general and apply to transient motions as well as periodic. The relations between the two representations are given. The treatment considers six degrees of freedom, with linear coupling between the various modes. (Author).

The need for data management standardization has been clearly identified by the Office of the Secretary of Defense as a means to realize a savings in the $9 billion spent annually on information technology in DoD and to further interoperability and sharing of information among systems. Most efforts thus far have been directed at standardizing data elements, the lowest level in the hierarchy of data, as a foundation for standardizing Management Information Systems within DoD. In this thesis, we propose extending the standardization effort to the schema level of an organizational unit. We accomplish this by examining the administrative functions carried out onboard a generic Navy ship and developing a data model (view) for each function. The functions addressed in this thesis are Personnel, Training, Ship Secretary, Welfare and Recreation, Command Career Counselor, Public Affairs Officer, Educational Services Officer, Master at Arms, and Legal. The separate views are then integrated to form a global, high-level, conceptual data mode. This complex view is then simplified by creating higher levels of abstraction using an entity clustering technique.

Ship model experiments were conducted to evaluate the accuracy of motion transfer functions obtained by means of the transient wave technique. Since such an evaluation was especially needed for higher ship speeds, Froude numbers up to 0.35 were investigated. Also studied was the feasibility of measuring the incoming wave train far ahead of the model, where distortion of the forcing function by model-generated waves cannot occur. Further, in the interest of reducing computer usage time, the effect of sampling rate on the analysis of analog signals obtained during transient wave tests was examined. Results are also presented which demonstrate a need for smoothing the 'raw' spectra obtained from the computation of Fourier transformations, in order to provide consistently useful transfer functions.
