One of the most fundamental questions in understanding strong interaction is whether or not quarks and gluons play a significant role in nuclear systems. At high densities we need to explore the existence and nature of a deconfinement phase transition. At lower densities we wish to study the changes in the properties of a hadron particle as mass and electroweak form factors, when it is immersed in nuclear matter. Finally, we may even ask whether the internal structure of the nucleon plays a role in the binding and properties of finite nuclei.On the theoretical side the issues raised here are of concern to a very broad community, from those working in traditional many-body physics, to those building effective field theories, to those working in lattice QCD. Experimentally, there are many accelerators, mature, new and planned, which can offer insight into this field — from SLAC to HERA, COSY, CELSIUS and TJNAF. This workshop brought together key figures from all areas of theoretical and experimental physics concerned with this fundamental problem.

It has been well recognized that the study of the excitations of the nucleon can shed light on the nonperturbative aspects of QCD. New opportunities for such study will be opened in the next few years with the commissioning of experiments in Hall B of the Continuous Electron Beam Accelerator Facility (CEBAF) at the Thomas Jefferson National Accelerator Facility (JLab). Photo- and electroproduction studies of single and double pions, rhos, omegas, and kaons will be conducted with unprecedented precision. The Hall B CLAS detector is a major step forward, promising to provide kinematically complete measurements of cross sections and spin observables. The task of extracting new insights from such detailed measurements will require close coordination between experimental and theoretical physicists.To help optimize this interface between theory and experiment, a joint CEBAF/INT workshop was held at the Institute of Nuclear Theory in Seattle, September 9-13, 1996. The foci of the 1996 workshop included: N → N∗ transition form factors as predicted by QCD-inspired models and their experimental consequences; theoretical techniques employing QCD sum rules, perturbative QCD, and lattice QCD; reaction theories of photo- and electro-production of mesons; theoretical issues in the eta meson, vector meson, and two-pion production channels; progress in developing amplitude analyses for the available and expected data; the relationship between the Hall B program and those of other new experimental facilities.This proceeding will serve readers as both a current perspective on the field and a guide to future experimental and theoretical research directions.

This volume discusses the exciting physics with new accelerator facilities, which are being constructed or proposed in various places. The facilities are RHIC (Brookhaven), CEBAF (TJINP), SPring-8 (Nishi-Harima), RIBF (RIKEN), JHP (KEK-INS), RIB (MSU), LISS (IUCF) and COSY (Juelich). RHIC aims at the creation of a QCD deconfinement phase and the study of the properties of such matter. CEBAF and SPring-8 use leptons to probe the quark-gluon structures of hadrons and nuclei. LISS and COSY use high resolution hadron beams to study hadron structures. JHP produces strong secondary hadron beams for hyper-nuclear physics and rare decay studies of basic symmetries. This volume contains the proceedings of a workshop held at Drexel University from September 1 to September 3, 1980, under the joint auspices of Drexel University, The University of Tennessee and Vanderbilt University. The workshop dealt with subjects of topical importance to the nuclear physics community: high spin phenomena, heavy ion reactions, transfer reactions, microscopic theories of nuclear structure and the interacting boson model, and miscellaneous topics. This pro ceedings contains all of the invited papers plus short manuscripts expanding on the materials of the invited papers. A total of about 85 participants came to the workshop. The format of the conference was kept informal on purpose, so as to facilitate the discussions. Unfortunately, these discussions, at times intense, could not be included in this volume due to the lack of secretarial help during the meeting. A great deal of current information was exchanged during the conference. However, the full impact of a conference can only be realized when the proceedings have been published and read by par ticipants as well as other colleagues in this field of physics who were not in attendance. We sincerely hope that these proceedings will be useful in this regard.

This workshop focusses on the interface of nuclear, particle and atomic physics.
