A key policy objective of sustainable economic development, especially in any developing country like Nigeria, is to establish energy development paths that are both economically efficient and sustainable. However, this depends significantly on full utilization of such resources. Distributed Lag (DL) model, dummy variable regression model and co-integration analyses were used in this paper to evaluate the impact and sustainability of Gas utilization in the Nigerian economy. The structure of gas flaring in Nigeria in relation to the imposition of fine on flared gas was also examined. The regression results and the co-integration analysis show that utilization of Nigerian natural gas impacts positively on the economy given three-year time lag; it is also sustainable. On the other hand, although the imposition of fine on flared gas has the potential to end or reduce flares; it has not significantly led to any structural change (sliding slope) on the level of flares since its imposition in 1984. Hence there is need for government to always employ Regulatory Impact Analysis (RIA) to evaluate its policy implementations.

While the regulatory and institutional reforms in the Nigerian electricity sector, as envisaged under the National Electric Power Policy 2001 and the Nigerian Electric Power Sector Reform Act 2005, appear to be on a steady path, the reforms in the petroleum industry, as envisaged under the National Oil and Gas Policy 2004 and the Petroleum Industry Bill, has remained in a mire of uncertainty, especially with regards to their conclusions and overall implementation. The effects of the uncertainty and the consequential lingering disequilibrium between the gas and electricity sectors, has critical implications for investments, infrastructure development and the overall gas supply to power outlook. The electricity sector reforms are largely dependent on the availability, affordability and reliability of domestic gas supply to over 70% of installed national power generation capacity. The regular shortages in gas supply to power electricity generation in Nigeria can be directly or indirectly linked to the regulatory inefficiency of the existing regulatory framework in domestic gas supply. Thus, while power sector assets are being privatized and liberalization is introduced in the medium to long term, it is essential to ensure that the parallel development of the appropriate regulatory framework is established for the domestic gas sector. Such a regulatory framework is required to create the required commercial environment where investments in gas supply infrastructure thrive. The aim of this article is to examine the existing and proposed laws, policies and regulations in relation to domestic gas supply in Nigeria as they affect power generation and the realization of identified economic and policy objectives.

Gas flaring is a major concern globally because of its impact on the society. It is therefore not a surprise that efforts are being made to combat gas flaring all over the world and Nigeria is not excluded from this drive. In Nigeria, policies have been formulated and laws and regulations passed to ensure that gas flaring comes to an end. Similar to what obtains in other international jurisdictions, the characteristic feature of the law is to make provisions prohibiting gas flaring and enacting penal provisions to punish oil producing companies that are guilty of gas flaring. However, while some jurisdictions have made significant progress in reducing gas flaring, Nigeria has only leapfrogged in the same direction for decades. Typically, accusing finger is being pointed to slack penal regime that is not strong enough to deter oil companies from flaring associated gas. The aim of this paper is to review the current regulatory regime especially in relation to the penal provisions and make a case for the need to have more punitive penal provisions in our law. In addressing the issue identified above, this paper attempts to review the existing regulatory regime, examine how much progress Nigeria has made at nipping the scourge of gas flaring in the bud over the years and then conclude on the need to inject more punitive provisions in our law.

Natural gas has some positive macroeconomic implications for Nigeria since there is as much gas as there is oil in the country. Also, the overall dependence on oil will soon be reduced and there will be an increasing demand for gas. Oil currently accounts for over 90 percent of Nigeria's foreign exchange earnings; therefore, there is hope for increased revenue from natural gas. It has become important and appropriate for Nigeria to develop her vast natural gas reserves to serve her economy, strengthen regional cooperation, and meet expanding demand in the different world markets.This paper reviews global natural gas monetization technologies and projects, assesses Nigeria"s achievements in monetizing natural gas reserves, and offers future possibilities. The monetization technologies and projects reviewed are liquefied natural gas (LNG), gas-to-liquids (GTL), compressed natural gas (CNG), gas-to-power (gas-fired power generation), and gas-to-solid (gas hydrates). Nigeria's achievement in monetizing natural gas include the Nigeria LNG plant, Brass LNG plant, Escravos GTL plant, Bonny Non-Associated Gas plant, West Niger Delta LNG plant, Olokola LNG project, Bonny Island Gas and Power plant, Nigeria Gas Company, and some thermal power plants. Some of these projects have not reached operational stage; hence, gas utilization in Nigeria is still inadequate when compared to those of other oil and gas producing nations.Future possibilities of monetizing natural gas are suggested for Nigeria to serve her economy, have a steady and enviable electricity generation, contribute to global greenhouse gas (GHG) reduction, and meet expanding energy and petrochemical demands in the world markets. These possibilities include geologic storage of natural gas (to minimize gas flaring and enhance oil recovery), improved gas-fired power generation, dimethyl ether (DME), and gas-to-ethylene syntheses to mention just a few.
