The phenomenon of trafficking in women for sexual exploitation, which in the last decade has changed from a marginal 'non-issue' to a legitimate concern in many parts of the world, has become familiar through newspaper coverage, and now, finally, legislators and law enforcement agencies have begun to act. In Europe many EU Member States now have (or are developing) at least some sort of anti-trafficking policies (with some of them in the forefront of global anti-trafficking efforts). Moreover, the EU itself has become markedly more active with regard to curbing trafficking in human beings, as part of its migration control and police and judicial co-operation functions. However, even co-ordinated efforts such as those being worked on by the EU tend to produce only short-term 'cures' to a problem that is in truth global and structural in nature and which cannot be eradicated - or necessarily even significantly reduced - through policing and migration control measures alone. Too often there is little debate on broader measures which might be targeted to address the 'root causes' of trafficking, such as poverty, under-development, general lack of economic and migration opportunities and, above all, gender inequality. Against this background, this book deals with present efforts to control trafficking in women for sexual exploitation. In doing so it examines claims that what is needed effectively to prevent and tackle trafficking is a 'comprehensive' approach, and at the very least one that is far more wide-ranging and coherent than what exists today, and also analyses the assertion that destination countries, and more specifically Member States of the EU, could and perhaps should, take more action against trafficking through regional co-operation, particularly in the framework of the EU, rather than as individual Member States. The book will be of interest to a wide range of scholars in EU law, human rights, comparative law, sociology, feminist theory and politics, as well as policy-makers, practitioners and NGO activists in various European countries.

This book critically examines the response of the United Nations (UN) to the problem of sexual exploitation in UN Peace Support Operations. It assesses the Secretary-General’s Bulletin on Special Protection from Sexual Exploitation and Sexual Abuse (2003) (SGB) and its definition of sexual exploitation, which includes sexual relationships and prostitution. With reference to people affected by the policy (using the example of Bosnian women and UN peacekeepers), and taking account of both radical and ‘sex positive’ feminist perspectives, the book finds that the inclusion of consensual sexual relationships and prostitution in the definition of sexual exploitation is not tenable. The book argues that the SGB is overprotective, relies on negative gender and imperial stereotypes, and is out of step with international human rights norms and gender equality. It concludes that the SGB must be revised in consultation with those affected by it, namely local women and peacekeepers, and must fully respect their human rights and freedoms, particularly the right to privacy and sexuality rights.

Prostitution, Harm and Gender Inequality brings together international research exploring the range of gendered harms to women involved in prostitution and the consequences of growth of the sex industry for global gender relations. While there is an increasing amount of research and academic output on prostitution, the current focus is often on discussion and critique of policy frameworks, and contemporary debates over harm are largely limited to sex trafficking and sexual exploitation of children. Less attention is paid to questions of how the sex industry perpetuates notions of objectification and male entitlement with respect to sexual access to women's bodies, despite being key feminist concerns for several decades. This position has become effectively marginalized, but the global growth and industrialization of the sex industry requires a return to these questions. Through exploring gendered inequality and re-engaging with an understanding of prostitution as harmful with impacts on the self and body that are experienced as abusive but do not always constitute violence, this book introduces a range of research and thinking, while also drawing on existing literature to explore the consequences of prostitution for women in the sex industry and wider gender relations. This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU’s approach to trafficking in women for sexual exploitation. That is, the progressive securitisation of trafficking in women for sexual exploitation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend and that largely follow the two opposing views that structure feminist debates on prostitution: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has therefore become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other hand, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the de-securitising potential of the anti-trafficking advocacy of both neo-abolitionist and sex worker organisations operating at EU level.
