The on-going reconfiguration of geo-political and economic forces across the globe has created a new institutional and moral environment for East Asian family life and gender dynamics. Indeed, modernisation in East Asia has brought about increases in women’s education levels and participation in the labour force, a delay in marriage age, lower birth rates, and smaller family size. And yet, despite the process of modernization, traditional systems such as Confucianism and patriarchal rules, continue to shape gender politics and family relationships in East Asia. This book examines gender politics and family culture in East Asia in light of both the overwhelming changes that modernization and globalization have brought to the region, and the structural restrictions that women in East Asian societies continue to face in their daily lives. Across three sections, the contributors to this volume focus on marriage and motherhood, religion and family, and migration. In doing so, they reveal how actions and decisions implemented by the state trigger changes in gender and family at the local level, the impact of increasing internal and transnational migration on East Asian culture, and how religion interweaves with the state in shaping gender dynamics and daily life within the family. Poverty among the elderly is sharply gendered—women over sixty-five are twice as likely as men to live below the poverty line. Older women receive smaller Social Security payments and are less likely to have private pensions. They are twice as likely as men to need a caregiver and twice as likely as men to be a caregiver. Recent efforts of some in Washington to reduce and privatize social welfare programs threaten to exacerbate existing gender disparities among older Americans. They also threaten to exacerbate inequality among women by race, class, and marital status. Madonna Harrington Meyer and Pamela Herd explain these disparities and assess how proposed policy reforms would affect inequality among the aged. Market Friendly or Family Friendly? documents the cumulative disadvantages that make it so difficult for women to achieve economic and health security when they retire. Wage discrimination and occupational segregation reduce women's lifetime earnings, depressing their savings and Social Security benefits. While more women are employed today than a generation ago, they continue to shoulder a greater share of the care burden for children, the disabled, and the elderly. Moreover, as marriage rates have declined, more working mothers are raising children single-handedly. Women face higher rates of health problems due to their lower earnings and the high demands associated with unpaid care work. There are also financial consequences to these family and work patterns. Harrington Meyer and Herd contrast the impact of market friendly programs that maximize individual choice, risk, and responsibility with family friendly programs aimed at redistributing risks and resources. They evaluate popular policies on the current agenda, considering the implications for inequality. But they also evaluate less discussed policy proposals. In particular, minimum benefits for Social Security, as well as credits for raising children, would improve economic security for all, regardless of marital status. National health insurance would also reduce inequality, as would reforms to Medicare, particularly increased coverage of long term care. Just as important are policies such as universal preschool and paid family leave aimed at reducing the disadvantages women face during their working years. The gender gaps that women experience during their work and family lives culminate in income and health disparities between men and women during retirement, but the problem has received scant attention. Market Friendly or Family Friendly? is a comprehensive introduction to this issue, and a significant contribution to the debate over the future of America's entitlement programs. countries in this region have been particularly limited (for an exception to this, see Petmesidou & Papatheodorou, 2006). The underlying assumption in this volume is that despite the diversity of welfare states bordering the Mediterranean Sea, some interesting commonalities are shared by these nations. Indeed, in his contribution to this volume Gal has described these nations as belonging to an extended family of welfare states that share some common characteristics and outcomes, one of which is the role of the family. By bringing together case analyses of the welfare states in the Mediterranean which focus on children, gender, and families, we maintain that it is possible to shed light on aspects of social policy that do not necessarily emerge in most discussions of these issues in the literature. The rationale inherent in a volume that focuses on a group of welfare states is of course embedded in the welfare regime typology notion that has dominated much of the comparative social policy literature over the last two decades. The publication of Esping Andersen’s seminal work, The Three Worlds of Welfare Capitalism in 1990 (and his related 1999 book), which distinguished between three welfare regimes, became a landmark for comparative work of social policies in various countries. Esping-Andersen regarded his typology as a useful tool for comparison between welfare states because it allowed “for greater analytical parsimony and help[s] us to see the forest rather than myriad trees” (1999, p. 73).
