Large amounts of development assistance in the form of infrastructure and social programs are annually made available to communities across Peru due the presence of extractive industry companies. These investments however do not always achieve the social development impact anticipated. As one company pointed out: our company has invested millions of dollars in social programs in our neighboring communities, however the indicators for child malnutrition and maternal health have seen no noticeable improvement . Communities base their support or rejection for extractive industry operations by weighing up the benefits against the risks; where the risk-benefit balance sheet does not look positive, conflict is likely. Companies, and the governments who benefit from their tax revenues, therefore work hard to reduce risks and increase benefits for communities: but this report confirms an overlooked aspect of the development outcomes: men are capturing more of the benefits and these are not necessarily reaching the wider family; whereas it is the women and children who experience more of the risks that arise from the presence of extractive industry projects. The impact on women could be significantly improved by taking simple steps with little additional effort or cost disaggregating data by sex, strengthening consultations with women, investigating issues of risk to women, improving women s access to benefits. Additionally this report challenges the development industry (those non-governmental organizations, community-based organizations, universities, research centers, think tanks, funders, foundations and training organizations for whom the development of theories and practices to alleviate poverty is a primary objective.) to work more closely with local government and companies, sharing its knowledge on thematic issues such as gender (and other areas such as Rights-Based Approaches or Community-Driven Development) and on programs (such as maternal health, bi-lingual education, or productive chain development) to achieve what the NGOs, civil society and local government have within their mandates to deliver, and what the EI sector seeks.

The scholarly debate on deliberative democracy often suggests that participatory processes will contribute to make environmental governance not only more legitimate and effective, but also lead to the empowerment of marginalized social groups. Critical studies, however, analyse how technologies of governance make use of participation to draw boundaries that separate technical knowledge from political concerns, direct the focus towards procedural aspects and contractual obligations, and reinforce hegemonic understandings of development and of local people’s relationships to their environment. This book focuses on the dynamics and use of participatory mechanisms related to the rapid expansion of the extractive industries worldwide and the ways it increasingly affects sensitive natural environments populated by indigenous and other marginalized populations. Nine empirically grounded case studies analyse a range of participatory practices ranging from state-led and corporation-led processes like prior consultation and Free Prior and Informed Consent (FPIC), compensation practices, participatory planning exercises and the participation in environmental impact assessments (EIAs), to community-led consultations, community-based FPIC and EIA processes and struggles for community-based governance of natural resource uses. The book provides new insights through a combination of different theoretical strands, which help to scrutinize the limits to deliberation and empowerment on the one hand, and on the other hand to understand the political resistance potential that alternative uses of participatory mechanisms can generate. This book addresses the political ecology of the Ecuadorian petro-state since the turn of the century and contextualizes state-civil society relations in contemporary Ecuador to produce an analysis of oil and Revolution in twenty-first century Latin America. Ecuador’s recent history is marked by changes in state-citizen relations: the election of political firebrand, Rafael Correa; a new constitution recognizing the value of pluriculturality and nature’s rights; and new rules for distributing state oil revenues. One of the most emblematic projects at this time is the Correa administration’s Revolución Ciudadana, an oil-funded project of social investment and infrastructural development that claims to blaze a responsible and responsive path towards wellbeing for all Ecuadorians. The contributors to this book examine the key interventions of the recent political revolution—the investment of oil revenues into public works in Amazonia and across Ecuador; an initiative to keep oil underground; and the protection of the country’s most marginalized peoples—to illustrate how new forms of citizenship are required and forged. Through a focus on Amazonia and the Waorani, this book analyzes the burdens and opportunities created by oil-financed social and environmental change, and how these alter life in Amazonian extraction sites and across Ecuador.
