The book examines the nexus between political and religious thought within the Prussian old conservative milieu. It presents early-nineteenth-century Prussian conservatism as a phenomenon connected to a specific generation of young Prussians. The book introduces the ecclesial-political ‘party of the Evangelische Kirchenzeitung’ (EKZ), a religious party within the Prussian state church, as the origins of Prussia’s conservative party post-1848. It traces the roots of the EKZ party back to the experiences of the Napoleonic Wars (1806-15) and the social movements dominant at that time. Additionally, the book analyses this generation’s increasing politicization and presents the German revolution of 1848 and the foundation of Prussia’s first conservative party as the result of a decade-long struggle for a religiously-motivated ideal of church, state, and society. The overall shift from church politics to state politics is key to understanding conservative policy post-1848. Consequently, this book shows how conservatives aimed to maintain Prussia’s character as a Christian and monarchical state, while at the same time adapting to contemporary political and social circumstances. Therefore, the book is a must-read for researchers, scholars, and students of Political Science and History interested in a better understanding of the origins and the evolution of Prussian conservatism, as well as the history of political thought.

This book explores the relationship between diverse social movements and Marxist historical cultures during the second half of the twentieth century in Western Europe, with special emphasis on the Federal Republic of Germany and Italy. During the Cold War, Marxist ideas and understandings of history informed not only the traditional Communist Parties in Western Europe, but also influenced a range of new social movements that emerged in the 1970s in the wake of the 1968 student rebellions. The generation of 1968 was strongly influenced by neo-Marxist ideas that they subsequently carried into the new social movements. The volume asks how Marxist historical cultures influenced third world movements, anti-fascist movements, the peace movement and a whole host of other new social movements that signaled a new vibrancy of civil society in Western Europe from the 1970s onwards.

Otto Höfler (1901–1987) was an Austrian Germanist and Scandinavist. His research on ‘Germanic culture’, in particular on Germanic Männerbünde (men’s bands), was controversial and remains a topic of academic debate. In modern discourse, Höfler’s theories are often fundamentally rejected on account of his involvement in the National Socialist movement and his contribution to the research initiatives of the SS Ahnenerbe, or they are adopted by scholars who ignore his problematic methodologies and the ideological and political elements of his work. The present study takes a comprehensive approach to Höfler’s research on ‘Germanic culture’ and analyses his characterisation of the ‘Germanic peoples’, contextualising his research in the backdrop of German philological studies of the early twentieth century and highlighting elements of his theories that are still the topic of modern academic discourse. A thorough analysis of his main research theses, focusing on his Männerbund-research, reveals that his concept of ‘Germanic culture’ is underscored by a belief in the deep-seated religiosity of the ‘Germanic peoples’ formed through sacred-daemonic forces.

Every cohort of voters may dream of being 'the people' under the sway of serial visions of sovereignty; or understand itself, more modestly, as co-author of a constitutional project in a cross-generational sequence rooted in the past and extending into the future. Sovereignty Across Generations offers a theory of democratic sovereignty and constituent power grounded in John Rawls's political liberalism. Neither exegetic nor abstractly analytic, this book assumes that 'political liberalism' is broader than Political Liberalism. In answering the question 'How is it possible for there to exist over time a just and stable society of free and equal citizens, who remain profoundly divided by reasonable religious, philosophical, and moral doctrines?', the paradigm implicit in Political Liberalism enables us to address facets of that question that Rawls sidelined in the context of his time. Following populist threats to democracy, which were still latent in 1993, this book responds to the urgency of clarifying the proper relation of 'the people' (as transgenerational author of the constitution) to its pro-tempore living segment in its capacity as electorate and as co-author of the constitution. An explanation of that relation brings 'constituent power' into the picture and unfolds in seven steps that form the conceptual backbone of this book. By taking new steps in updating and revisiting political liberalism, this book reconstructs Rawls's implicit view of constituent power beyond the pages dedicated to it in Political Liberalism and brings that view into conversation with major constitutional theories of the twentieth century. The concepts and values that underpin traditional constitutionalism are increasingly being challenged by political realities that place substantial power beyond the state. Among the few certainties of a global economy is the growing incongruity between the political (the world of things that need to be ordered collectively in order to sustain society) and the state (the major institution of authoritative political decision-making during modern times). The consequences, and possible remedies, of this double disjunction of politics and state and of state and constitution form the centre of an open debate about 'constitutionalism beyond the state'. The essays gathered in this collection explore the range of issues raised by this debate. The effects of recent changes on two of the main building blocks of constitutionalism - statehood and democracy - are examined in Parts I and II. Since the movement of overcoming statehood has, arguably, been advanced furthest in the European context, the question of the future of constitutionalist ideas in the framework of the EU provides the key theme of Part III. The remaining parts consider possible transformations or substitutes. The engagement of constitutions with international law offers one line of transmutation of constitutionalism (Part IV) and the diffusion of constitutionalism into separate social spheres provides an alternative way of pursuing constitutionalism in a new key (Part VI). Finally, the ability of the theory of global administrative law (examined in Part V) to offer an alternative account of the potential of jurisdictional control of global governing processes is examined. Through these explorations, the book offers cross-disciplinary insights into the impact of recent political and economic changes on modern constitutionalism and an assessment of the prospects for constitutionalism in a transnational environment.
